Putnam Valley Town Board Revisits Garbage District, Cell Tower Issues At September 19 Public Hearing And Meeting

Prior to the Putnam Valley Town Board’s September 19 meeting, a continuation of a public hearing on the dissolving and redistricting of garbage districts was held. Lake Peekskill residents packed Town Hall and listened to Town Attorney David Wright talk about stimulating more companies to submit bids for garbage pickup.

To make the process more competitive, the Town Board would ask for bids on different options, such as different prices for using or not using the transfer station. If a company that does not use the transfer station won the bid, then the station would be eliminated, as Lake Peekskill does not have enough garbage to support a station by itself. Another public hearing was set to discuss this subject on Saturday, October 20 at 12:00 P.M. at Town Hall.

A separate public hearing was held concerning Sprint’s special use permit application to place antennas on existing Con-Edison towers, east of the Taconic Parkway on Peekskill Hollow Road off Porters Road. Attorneys for Snyder & Snyder Law Firm presented their case to co-locate three antennas, with an approved variance to the 750 foot setback. The Town Board approved the request with certain stipulations: work must be inspected, approved, and a Certificate of Occupancy issued. The antennas are gray in color and blend in with the tower, so they are not easily noticeable.

There was also a public hearing concerning an "unsafe building" at 321 Lake Drive. Code Enforcement Officer Irv Sivilowitz reported an unsafe building owned by Benjamin Bushman. Mr. Bushman was served notice, but as of this meeting has not responded. The Town will attempt to have the building made safe, but in the event they cannot do so, the building will be demolished.

During the regular meeting, Jim Gordon reported that fire and ambulance volunteers helped in the New York City World Trade devastation. According to Gordon, they responded because help was needed and firefighters around the world are "a brotherhood." Also, the Putnam Valley Fire Department will be having a parade this Saturday, September 29, starting at 2:00 P.M. at Town Hall and down Oscawana Lake Road. Jim Gordon’s only request was that everyone attending bring an American flag.

Kathleen McLaughlin introduced the new children’s librarian, Phyllis Liedel and announced plans for a book sale and Fall Harvest Festival to take place at the Library on Saturday, October 13th between 10:00 A.M. and 4:00 P.M. Ms. McLaughlin commented that the Library is almost finished with its summer repairs of the roof, air conditioning, furnace, and boiler.

County Legislator Sam Oliverio reported that he has been meeting almost every night for the past three weeks on the County budget. He said he was both pleased and concerned by this year’s County budget. Executive Bondi has projected a 0% tax increase but this budget relies too heavily on using surplus funds for this tax rate. Mr. Oliverio said he recommended a 1% tax increase. This amounts to a tax increase of about $8.00 per family for the entire year and insure that, "Our reserve surplus would not be entirely depleted.

Legislator Oliverio reported that Executive Bondi has "embraced our residents’ concerns about our environment." The County is using some of the New York City Watershed monies to purchase 1,000 acres of pristine and rural lands that lie within the watershed area, to be made forever green.

Said Mr. Oliverio, "Tilly Foster Farm, the old Mahopac Airport, parts of the Great Swamp in Patterson and other watershed areas will be protected from any type of development for all time. Our Peekskill Hollow Road will be made a scenic roadway, preserving its rural and historical character and preventing anyone from destroying the bucolic nature of that most beautiful road."

The public hearing on the County budget will be held at the Historic Courthouse in Carmel on Thursday, October 4 at 7:00 P.M. The public hearing on Putnam Valley’s Master Plan will be held on Wednesday, October 3rd at 7:00 P.M. at Town Hall. "If ever your attendance at a Town event is necessary, this is the event you need to be at," said Legislator Oliverio.

The Environmental Commission’s Carl Sandburg reported that by September 25 they will have finished their recommendations for the year 2010, and presented a report to Deputy County Executive Don Smith. Mr. Smith will make the results known to the community early in October.

Putnam Valley Arts Chairperson Carol Turrntine reminded everyone about their big Film Festival to be held at the Taconic Outdoor Education Center on Saturday and Sunday, October 6 and 7. The Association of Independent Film Makers is interested in making this an annual event. On Sunday November 3, they will hold their annual fall Harvest Festival at the Tompkins Corners Church. Funding for these events comes from the Dibbner Fund, New York State Center for the Arts, and Putnam County Arts Council. "We’re not yet a 501C non-profit corporation," said Ms. Turrentine.

PVERS Chairwomen Marie Zarcone presented a grant award of $2,500 to Wayne Perosky for improving his building at Oregon Corners

Carmelo Santos presented Recognition Awards to Parks & Recreation workers for "above and beyond the call of duty service" in caring and feeding the children of Putnam Valley on the afternoon of September 11. They assured parents that their children would be cared for until they were able to pick them up. Awards were presented to: Lisa Kroohs, Julie Durocher, Sheila Stella, Pamela Rohrs, Marilyn Denisco, Kathy Harrison, Corey Moeller, Garrett Dejesus, Michele Saporito, Patricia Citarella, Marie Mesones, Thea Moeller, and Joseph Saporito.

Parks & Recreation Supervisor John McCaffrey read an emotional "Firemen’s Prayer" which speaks about the "Brotherhood of Firefighters" and their lack of fear when responding to a call, and not knowing what to expect when they get there. It ends with "But if I should die, please take care of my wife and children."

A public hearing date was set for October 17 at 7:30 P.M. at Town Hall to review Nextel’s proposal to place antennas on existing Con-Edison Tower off Lake Secor Road.

Certificates of Appreciation were presented to Frances Lama, Frances Kruse, Conchita Laber, and Philip Arena.

The Town Board appointed Ed Freeland to the position of Real Property Appraiser (Sole Assessor of Putnam Valley). He will begin his new assignment effective October 1, 2001 and will serve a six-year term.

A resolution was passed appointing Town Clerk Carole Hughes to be "Receiver of Taxes" as well as Town Clerk. An agreement was reached with the School to continue to collect School taxes.
