Bondi Recommends Alternatives To Firearms Training Facility At Michael Ciaiola Conservation Area
Putnam County Executive Bondi announced last week that plans for the 618 acre Michael Ciaiola Conservation Area will not include an outdoor firearms training area for local law enforcement officials. Bondi stated, "After careful consideration of both the proposal of the Firearms Training Facility Project Team and input from the public, I have concluded that this site is not appropriate for an outdoor firearms training area."
Bondi praised the work of the project team, comprised of members from County departments including the Sheriff, Probation, Parks, and the Office of Real Property. "These dedicated public servants have recognized the need for appropriate firearms training for local law enforcement officials, and have worked to develop proposals to meet this need. I am now calling on the team to consider alternatives that will minimize the risks associated with utilizing an outdoor facility and live ammunition."
Specifically, Bondi has presented to the project team information regarding a Firearms Training Simulator known as "FATS", which uses video, audio and laser technology to create a variety of scenarios that local law enforcement officials might encounter. This life-size interactive video system, which uses laser beams instead of live ammunition, is an innovative training tool that is currently being used in States such as Rhode Island and Kentucky. This information was presented to Bondi by NYMIR, (the New York Insurance Reciprocal formed by municipalities across New York State to provide them with cost effective insurance) while he was researching the liability issues associated with a firearms training center. Bondi currently serves as a member of the Board of Governors of NYMIR, and serves as a member of the Rules Subcommittee of the NYMIR Board which is exploring the use of this technology for their member municipalities throughout New York State.
Bondi concluded "We will continue to explore all options to provide safe, effective firearms training for local law enforcement personnel."
