Sue Kelly Comes Through with Grant for Carmel Electrification Project
Feds should leave Veterans’ benefits alone say Legislators

At the August 5 meeting of the Putnam County Legislature, funding was secured for the County’s portion of the Carmel revitalization project, which is slated to begin this month. Legislators got word last week from Congresswoman Sue Kelly’s office that a Federal grant for $225,000 would be awarded for the project. The board unanimously approved an additional $775,000 for the project to be paid out of the general fund.

"It was a big surprise to us," said Legislative Chairman Robert McGuigan, Jr. He said that he received late word from Kelly’s office the Friday before this evening’s meeting. "We applied for $1.2 million; we are waiting to see if the Senate will pass the rest of the bill." He said that he would also be making an appeal to Senators Schumer and Clinton.

The utility companies will do the work of burying telephone and electric wires in conjunction with roadwork being done along Gleneida Avenue by Bilotta Construction of Harrison, N.Y.

In other business, additional funding for capital projects, including mass transit improvements and the construction of two bikeway trails was unanimously approved for $1.3 million. $89,007 of that will come from the general fund, $45,000 from proceeds of serial bonds and the rest from State and Federal grants. Legislators also accepted a negative declaration in connection with the Bikeway II and Bikeway III projects. A resolution was unanimously approved authorizing the County Executive to apply to the New York State Department of Transportation for bonds relating to a project to provide bus services to rural areas of the county.

Other budgetary amendments included unanimous approval of $25,000 in funding to the Department of Social Services to cover court ordered hospital exams. The following budgetary amendments were also unanimously approved, but had no fiscal impact for 2003: $144,184 for the 2003 CHIPS program; $49,519 for a summer intern program; $25,000 to cover a retiree returning to work part time; and $25,000 for unanticipated prisoner board-out costs.

A resolution accepting the donation to the County of a 25 by 480-foot piece of property from the town of Carmel for use in the Bikeway III project was approved. The resolution includes a utility easement for the town of Carmel. Also approved was the sale of a parcel in the town of Putnam Valley to Janum Management LLC for $664. The parcel had been offered for sale at public auction since 1990, but received no bids.

The board unanimously approved the confirmation of Patricia Santamorena to the Putnam County Board of Ethics.

Putnam County Probation and Parole officers were honored with a proclamation declaring the week of July 13-20, 2003 as National Probation, Parole and Community Supervision Officers week in Putnam County. The American Probation and Parole Association is celebrating its twenty-eighth year.

Legislators also unanimously passed a memorialization opposing a plan by the federal government to limit veterans’ benefits for those whose incomes exceed certain thresholds and who have not enrolled for medical care in recent years.

"Military veterans fought for freedom for our country and should be eligible for VA medical care without question," the resolution reads in part.

The next meeting of the full Legislature will be held on September 2 at 7:00 pm at the County Court House in Carmel.
