Putnam Valley Organizes For 2002

Supervisor Carmelo Santos called Putnam Valley’s annual organizational meeting to order on Wednesday, January 2, 2002 with these words, "We are starting a new year. The purpose of this meeting is to set up operations so the town can conduct business, and to designate the people who are going to do the work."

With a well-organized script to read from, Supervisor Santos and the Board announced their roles and responsibilities, staff appointments, Town official appointments, contracts authorized to sign, and rules by which the Town Board has agreed to be governed.

The Putnam Valley Town Board consists of a Supervisor, Carmelo Santos, at an annual salary of $45,000, and five Councilmen with an annual salary of $10,500 each.

Supervisor Carmelo Santos will represent the following committees: Parks & Recreation, Employee Safety, Traffic Safety, Highway, Town Hall Building, Emergency Services.

Councilman Peter Kennedy will represent the following committees: Senior Citizens, Lake Peekskill District, Sewer District #2; and act as liaison for the following districts: Lake Peekskill, Brookdale Gardens.

Councilman Steve Johnson’s committee responsibilities are: Court, Zoning Board, Conservation, Special Commission for Water & Sewer; His district assignments are: Barger Pond, Northview Park, and Putnam Acres.

Deputy Supervisor and Councilman Dan Ricci’s committees are: Cable / Utility, Putnam Valley School, Recycling, Parks & Recreation; His district assignments are: Lookout Manor, Lake Oscawana, Abele Park, Hilltop.

Councilman Bob Cesark was assigned to the following committees: Library, CRC, Planning Board; and given these district assignments: Glenmar, C.V., Wildwood Knolls, Roaring Brook.

Appointments made by Supervisor Santos and the Town Board were: Confidential Aide to the Supervisor Susan Manno at an annual salary of $30,000; Director of Finance Marianne DeSantis at an annual salary of $37,000; Town Historian Stephan Anderson at no additional salary; Patricia Smith as Dog Control Officer at $13,000 annually; Building & Zoning Inspector-Fire Prevention Inspector-Pump Station Custodian Irv Sevelowitz at $48,546, $4,000, $2,000 respective annual salaries; and Deputy Building & Zoning Inspector John Allen at $29,767. The Putnam County News & Recorder was appointed as the official newspaper for the Town of Putnam Valley by a four to one vote.

Town officials announced were: Highway Superintendent-Lake Peekskill District Superintendent Earl Smith at an annual salary of $56,650 and $10,027 respectively; Town Justices Gina Capone and Louis DiCarlo, each with a salary of $14,205.50; Town Clerk-Registrar & Records Management Officer- Receiver of Taxes Carole P. Hughes at $43,264, $540, $832 annual respective salaries; Budget Officer Carmelo Santos at $6,480 annually; and Town Counsel David O. Wright, Esq., at an annual salary of $77,250.

Committee Chairpersons were appointed as follows: Fred Finger - Zoning Board of Appeals; John Zarcone Jr. - Planning Board; Philip Keating Jr.- Parks & Recreation; Jean Gallinger and Miriam D’Alessio -Lake Peekskill Youth; Roberta Coles and Barry Eyring - Roaring Brook Lake Preservation; Billy Lee Crowder - Master Plan Review; Fred Landou –Environment; and Carol Torintine - Putnam Valley Arts.

The Town Board authorized the Supervisor to sign contracts with: Putnam Valley Volunteers Ambulance Corps. for $90,000; Putnam Valley Volunteers Fire Department for $560,665; Putnam Valley Historical Society for $4,200; Putnam Valley Senior Citizens for $6,500; Putnam Valley Library for $194,000; Putnam Valley Veterans of Foreign Wars for $500, Putnam Valley American Legion Post for $500; and a lease for the transfer station located at Krammers Pond Road for $25,000.

The Wetlands Inspector’s contract was extended to December 31, 2002, with fees to be paid by users at the rate of $65 per hour; Bennett Kielson Storch & Company, LLP were appointed as Certified Public Accountants for the year 2002, for the sum of $22,500.

The Town Board agreed to be governed by the latest edition of Robert’s Rules of Order and will hold public meetings on the third Wednesday of each month at 8 pm, and work sessions on the first Wednesday of each month at 7 pm. The next meeting of the Town Board is scheduled for Wednesday, January 9 at 7 pm, at which time they intend to accept the revised Master Plan Update 2001.
