PV Board Deletes Resolution on Decorum at Public Meetings
Dear Editor:

In reaction to the behaviors exhibited by some on our Town Board as well as by some residents at public meetings, I, and several other Putnam Valley residents requested that the Board reflect on this and pass a resolution which would guarantee a safer environment in which residents might express opinions. The wording of the resolution was, as follows:

"In a democracy, public opinion is an integral part of local government and an important exercise of free speech. In order to encourage the public to express opinions on public issues in governmental venues, expression must be guaranteed a safe environment by those responsible for these venues. Additionally, fair treatment of all persons is consistent with custom, law, organizational practice, and community expectations.

"Therefore, be it resolved that everyone shall be treated with courtesy and consideration when making public comment.

"Speakers will not be subjected to heckling, challenging or cross-examination. If these occur, the meeting will be stopped until the offending behavior is stopped. The foregoing behaviors or other kinds of personal attacks from the Board members or the public will not be tolerated.

"The public will be asked to wait to be recognized by the Supervisor.

"Written comments will be accepted."

Last week, with the exception of Supervisor Davis, the Board voted to simply delete the resolution, with no discussion of its merits, or their reasons for deletion. Predictably, it was Mr. Tendy who moved to delete. Reflecting on his own behavior, and that of his cabal in public meetings, one doesn't have to speculate about his reasons. But I believe that the rest of the Board owes an explanation to the town for why they have chosen to turn a blind eye to what most residents consider to be the shame of Putnam Valley, i.e., decorum at our public meetings.

As one who has been subjected to abusive behavior by Mr. Tendy and the hecklers whom he encouraged, I have a personal stake in seeking a guarantee of safety in future meetings. But, beyond this, there is the principle of town officials owning up to their own lapses in conduct, or in that of colleagues, and providing assurances that these will not be repeated.

Only Supervisor Davis seems to have respect for this principle.
