Nelsonville Pursues Federal Funds for Drainage Issues Trustees stress adherence to leash laws following hostile dog incident by Margaret Sternberg
At its December 11, 2006 meeting, the Nelsonville Board of Trustees dispatched a number of issues with brief discussions, quickly concluding the meeting.
Mayor Mitch Dul updated those present about obtaining federal funding for repair and/or paving of various roads and the creation of sidewalks, naming North Pearl and Pine across Division as target areas.
Dul noted that when it rains, water doesn’t flow naturally into the catch basins at Pine and Division, and there exist federal funds earmarked specifically for the types of repairs necessary to remedy the problem. The village first expends the funds, and then those funds are “matched” by the federal government in the form of a reimbursement to the village.
In other business, the Trustees also discussed an incident in which a large dog had gotten loose and had chased and growled at a passerby and her dog, prompting a reminder to residents to obey the leash laws, which are under county regulation. Enforcement is performed by Philipstown.
Trustee Ande Merante said that if residents have a problem with a dog they can contact Robert Ferris, of the Sheriff’s Department, who is the Town’s Dog Control Officer. A dog off the owner’s property, according to Merante, must, by law, be leashed.
The village will also be putting out for bid a contract for street maintenance. Mayor Dul praised the current holders of the contract and suggested that the current stipulations of the contract are comprehensive and serve the village well.
A proposal from County Executive Bob Bondi regarding MS4 funding, which is aimed at protecting the Watershed, Dul said, received the support of the village.
Dul explained that Mr. Bondi had written to James Tierney, Inspector General of the NYC Watershed, and suggested that, rather than having only Putnam County residents finance the MS4 project, that funding be distributed among those who derive their water from the watershed. This group includes, Dul said, a total of about 9,000,000 residents in Putnam, Westchester and NYC. The proposal suggests charging $2 per year to those involved with the expectation of matching federal funds and a hypothetical sunset clause of ten years. The proposal would require a change in law.
Mayor Dul said he had heard from Central Hudson Electric & Gas regarding temporary decorative attachments on utility poles. Insurance coverage was necessary, and the Village’s current policy provides coverage. Dul said that the Village will be able to do seasonal lighting next year, but cannot do so this year because they “don’t have the switches for the ornaments.”
Dul reported that the tree stumps on Main and Pearl Streets are being addressed, with the removal of the one on Pearl Street having been expedited due to the condition of the street, which has now been repaired. Main Street will be addressed shortly.
Procurement (public works without a bid) monies were raised from $500 to $1,500 due to inflation. The next meeting of the Nelsonville Board of Trustees is scheduled for January 9, 2007 at 7:30pm.
