Traffic Stop Results in Numerous Summonses for Dutchess County Man

On December 12, 2006 Putnam County Sheriff’s Deputies John Alfano and Jason Quick report a traffic violation stop that occurred after they observed a vehicle belonging to Todd Christopher Kelly 22 of Hopewell Jct. make a right turn onto Canopus Hill Road from Canopus Hollow Road in the wrong lane disregarding a traffic sign. The Deputies allege that Mr. Kelly’s vehicle narrowly missed hitting their patrol car head on. The deputies initiated a traffic stop to interview the driver. While speaking to the driver his eyes were red and he appeared to be a little confused.

The Deputies had the driver exit the vehicle and Deputy Alfano performed standardized field sobriety tests to determine if Mr. Kelly was fit to operate his vehicle. While doing so a knife that was sticking out of his pocket was removed for officer safety. Mr. Kelly was patted down for other weapons and a glass marihuana pipe was felt in his pocket and also removed. Mr. Kelly passed the Standard Field Sobriety Test and was issued an appearance ticket for Unlawful Possession of Marihuana and Uniform Traffic Tickets for Failure to Obey a Traffic Control Device and Unlicensed Operation of a Motor Vehicle. Mr. Kelly was released on his own recognizance pending a January 1, 2007 court date in the Town of Putnam Valley.

A violation is punishable to up to 25 days in jail or a fine of $250.
