Philipstown Gets House in Order at Reorganization Meeting

Preceding the monthly meeting, the Town Board held its annual reorganization meeting, making the following schedules and appointments and adopting the 2007 Holiday Schedule.

The monthly meetings will be held at 8pm on the first Thursday of each month. Items for the monthly agenda should be submitted no later than the Friday proceeding the first Thursday of the month. The Town Board will also continue to meet every Wednesday evening at 7:30 as necessary to discuss business before the Board. The Board was authorized to meet at various locations in Philipstown.

M&T Bank of Cold Spring was designated the official bank in which Officers will deposit town money. Supervisor Mazzuca was authorized by resolution to deposit town money into Certificates of Deposit, NOW accounts or money market accounts. Mazzuca was also named as Town Budget Officer and as a voting delegate to the Annual Association of Town's Meeting, with Town Clerk Merando as alternate delegate. Susan Kenney was named Assistant Budget Officer.

Mazzuca was authorized to appoint Susan Kenney as Community Liaison Aide and Dorothy Turner as his Confidential Secretary. He was also authorized to sign the annual contract with Dog Control Officer Robert Ferris.

The Putnam County News & Recorder was named as the official Town newspaper. Bennet, Kielson, Storch, DeSantis and Company were appointed as Town Auditors. Adam L. Rodd and Stephen J. Gaba of Drake, Loeb, Heller, Kennedy, Gogerty, Gaba & Rodd, PLLC were appointed as Counsel to the Town Attorney on Planning Board, Zoning Board and Special Land Use issues. Richard Goldsand was appointed as Counsel to handle litigation matters at a rate of $125 per hour. Goldsand was also named as Counsel to Town attorney in Code Prosecution and to advise the Code Enforcement Officer. Donald MacDonald was appointed Town Historian.

Town Officers named who will be compensated for the use of their cars for official town business are Mazzuca, Councilmen Hosmer, Shea and Brower, Councilwoman Betty Budney, Assessors Ritchie, Kenney and Nichter, Town Clerk Merando, Code Administrator Tom Monroe and Robert Emerick, Supervisor's Office Personnel Susan Kenney and Dorothy Turner, Recreation personnel Karen Virgadamo, Marylou Caccetta, Don Abel, Richard Stuart, Suzanne Timmer, and Susan Richardson, and others authorized by the Town Board. The reimbursement rate would be $.26 per mile.

Petty cash funds were set for the Town Clerk/Tax Collector, Superintendent of Highways, Board of Assessors, Recreation Department and Code Administration.

Tina Merando was named Registrar of Vital Statistics and Marriage Officer. She was also authorized to appoint Rosemary Bernasconi as Deputy Town Clerk, Deputy Tax Collector and Deputy Registrar, and Joan Clauss as Deputy Town Clerk, Deputy Tax Collector and Sub-Registrar.

Thomas Monroe was appointed as Code Administrator and Robert Emerick as Deputy Code Administrator. John Noschese was appointed Philipstown Fire Marshal.

Susan DiStefano was named as Clerk to the Board of Assessors and Marlene Bowman as Clerk to the Town Justices. Frank Weise was appointed Deputy Highway Superintendent and Beverly Hotaling as Clerk to the Highway Department.

The following were named to the Continental Village Water District: Ralph Bassignani, Superintendant; Diane Barton, Water Tax Collector; and Edward Barticiotto, Ken Gonsalves, Steve LeClaire and Stan Houghton as Assistant Water Treatment Plant Operators.

The following were appointed to the CV Park District: Michael Phelan, Superintendent, Frederick Romber, Ken Gonsalves, Margaret Sternberg, and Tony Galvano.

The following appointments were made to the CV Advisory Committee: Michael Phelan, Andrew Corti, Robert Sesselberg and Raymond Ferris.

Pay Scales were set forth for Recreation Department Seasonal Employees and Directors/Instructors. Hourly rates were also set for part-time clerks and stenographers.

George Cleantis was named as Chairman of the Planning Board and Vincent Cestone as Chairman of the ZBA.

Supervisor Mazzuca made the following Town Board liaison appointments: Hosmer and Budney to Highway Committee; Brower to Planning Board, Zoning Board and Fire Companies; Hosmer to Land & Building, Village of Nelsonville, Haldane, Finance Committee and Fire Companies; Budney to Signs & Streets and Village of Cold Spring, Finance Committee and Recreation; and Shea to CAC, CVPOA and Garrison School.

Following the reorganization meeting, the Local Development Corporation held a Special Meeting. The Board voted and approved the dissolution of the Corporation, which has been inactive for many years.

The Philipstown Performing Arts Development Corporation also met and appointed its members: Robert Bickford, Stephen Ives, John Lane, Claudio Marzollo and Terry Turner.
