Rules Committee Approves Posting Legislative Minutes on Internet
Public Hearing Expected to be Held on Voting Machine Choices

The February 15, 2007 meeting of the Rules, Enactments & Intergovernmental Relations Committee narrowly averted being cancelled for the month. Chairman Tony Hay said that the draft of the new Putnam County Code of Ethics & Financial Disclosure Law was incomplete and the review had to be tabled. The review was to have been the bulk of the meeting, and the remaining items made for a brief meeting,

Following up on a January discussion, the Committee approved the posting of all legislative Minutes to the internet. Included are the Minutes from the monthly meeting of the full Legislature once approved in the following month's meeting, committee and special meetings. Minutes from the committee meetings will be posted when approved by the Chairperson of the committee and will appear in draft form only since they are not approved by the full Legislature.

In other business, the Committee also began discussions on holding a public forum concerning the choice of electronic voting machines for Putnam County. Although no definitive decision was made during the evening, the Committee expects to meet with both Commissioners of Elections during the March Rules Committee meeting to discuss the forum. The public forum would be held during the April meeting of the Rules Committee and both Commissioners would attend to take questions from the public.

Based upon the results of the public forum, the Committee is expected to issue a non-binding resolution, which would then go to the full Legislature for approval. Chairman Hay said the purpose of the resolution is to make the Commissioners aware of the preference of the Legislature's members had they the option of choosing the machines. The resolution is also expected to state how the Legislature had come to its conclusions.

The Book of Proceedings, a compilation of the Legislature's resolutions during a calendar year, will again be issued in book form and distributed to many of the towns within the county. A CD-ROM version will also be made available through the legislative offices. The Committee decided against making only a CD-ROM due to a concern that all homes may not have a computer. Anyone interested in purchasing either the book or the CD-ROM should contact the legislative office. The March meeting of the Rules Committee will be posted on the PCNR's website as soon as it becomes available.
