Phil Heffernan Announces Candidacy Platform

Candidate for Cold Spring Mayor Phil Heffernan has released his position paper to the PCN&R. The platform statement is as follows:

"I have enjoyed the challenges of my two years as a Village trustee. I have worked hard to [be] accessible to all the constituents that make up our community. You'll often see me walking through the Village, and I am easily reached by phone or email. Actively getting input is one of the most important parts of the job.

"From the thoughts and concerns I hear, I try to formulate a vision of what we as a whole, want for our Village. As a trustee, I made significant contributions to that vision. As a mayor, I can do even more.

"There is a lot we must do to take charge of our future. The new Master Planning process has my full support in making it a true voice of our whole community. It must be allowed to develop from within, and not be influenced by developmental pressures. We must examine our codes and fix items that are obviously not useful (for example, the 40 ft. front yard setbacks required on Main Street). We need to undertake a full review of the permitting and approval process, to clarify and simplify application procedures so homeowners and builders can get quick responses, and fair and uniform treatment by the boards.

"To control our tax costs, we must build mutually beneficial relationships with our municipal neighbors, the school district, the County and the State, with a view to sharing costs and services. We must use dialog and mediation where possible to avoid resolving issues in court. And we must study and commit to a long term infrastructure improvement plan so we can anticipate needed maintenance and manage the costs in a financially prudent way.

"As mayor, I will maintain the high quality of Village services. I support the excellent work being done by the supervisors and staff of our Village departments (Water & Sewer, Highway, Police, and Fire Company) I will work with them to seek innovation and cost saving opportunities.

"A crucial aspect of our community is a vital Main Street and healthy local economy, and I will work to ensure it. I will resolve the issue of home occupation that is so vital to many Village residents. I will encourage the expansion of access to and from the Hudson River, in order to encourage car-free visitor options by promoting arrival by boat or train. I will support the events and organizations that seek to promote our rich history, unique shopping and dining, and our magnificent location.

"There are several community quality of life issues, and I want you to know where I stand. I will pursue the development of a Senior Citizen center in the Village, to assist the needs of our eldest residents. I support the rebuilding or relocation of the current firehouse to keep up with the needs of community safety, and will join the taskforce I have encouraged to study the issue and propose solutions. I will work with The Cold Spring Boat Club, Scenic Hudson, OSI, and NY State to protect all remaining waterfront open spaces and aid Village residents in their recreation on the river.

"Last, but not least, I continue to work for an open Village government, that will inform residents and discuss issues publicly. I will institute the Village website and continue the Newsletter to bring issues in front of all residents. Recordings of Village Board meetings and workshops will be available. As mayor, I will rely more on the involvement and expertise of my fellow elected officials on the Board. And I will continue to promote a spirit of volunteerism to strengthen our community and benefit from citizen expertise. Remember: Taking charge of our future needs you.
