Dul Presides Over Last Nelsonville Village Board Meeting Bowman and Gallagher honored for their service by Maria Theodore Leiter
Among his last official duties, outgoing Mayor of Nelsonville Mitchel Dul read two resolutions honoring two of Nelsonville's most dedicated citizens, Marlene Bowman and Paula Gallagher.
Both women had been staples of Village Board meetings for many years and have served on various committees. Ms. Bowman, who resigned from the Planning Board last month after retiring from her job on the Philipstown Court, was honored with a resolution. Bowman also serves as the Village Historian.
"She untiringly devoted over twenty years to our community," said Dul.
"The second resolution is pretty hard for me," he said. "Paula and Marlene would be sitting right there," he said pointing to the empty seats. "They were the life and soul of this village." Gallagher passed away suddenly last month. "She will be sorely missed. She was a constant presence when we were voting. She was intelligent and vibrant. She had concern for the village. She was very much a part of the fabric of this village." He added that she also had a full life outside the village."
Trustee Anthony Merante reminisced about old Democratic Party Election Eve get-togethers that Gallagher used to hold at her home. "We had election central at her house. It was an interesting time. If there were anyone who realized that Democracy was more than a spectator sport, she was it."
In more mundane business, Dul reported that the Village has finally received approval for the $250,000 in grants for its sidewalk and paving project.
Merante recognized the accomplishment of Nelsonville resident Jo Pitkin, who won third prize in the Mohawk Mountain Stage Company's 2007 Vanguard Voices of the Hudson Valley poetry contest for her poem, The Mollusk. Hers was among 250 entries from people throughout the Hudson Valley region. "Congratulations to Jo!" he said.
The Board approved the appointment of Susan Brannigan to the Planning Board to fill the seat vacated by Bowman.
They also discussed the renewal of the fire contract with Cold Spring Fire Company, which will expire on June 30, 2007. Village Clerk Pauline Minners advised that the fire department will charge $.75 per thousand dollars of assessed property value, which is the same as the current contract. Last month, she reported that Philipstown Ambulance will charge $1.10 per thousand in assessed value. The village budget is scheduled to be finalized in April.
Trustee Tom Corless ended the meeting by reading a resolution from the Village Board honoring the public service record of Mayor Dul. "It was a pleasure," said Corless, "and I am sure we will see you around again." Dul served as Mayor from 2003 until the end of this month. He also served as Trustee from 1998 to 2003. In addition, he spent time on the Zoning Board of Appeals and on the Butterfield Hospital Committee.
The meeting was adjourned in honor of Paula Gallagher. The next meeting of the Nelsonville Village Board will be held on April 9 at 7:30pm in the Village Hall on Main Street.
