Cold Spring Comprehensive Plan Special Board Approves Survey
Public invited to join working groups at May 5 forum

The Cold Spring Comprehensive Plan Special Board voted April 27, 2007 to launch a village-wide public survey - one of several tools it intends to use to obtain residents' input. The board will also host a workshop on Saturday (May 5), inviting village residents to learn about and join the Working Groups whose activities will help anchor the planning process.

Based on numerous surveys undertaken by similar communities, the survey was drafted by a volunteer committee. It was to be printed locally and mailed this week, with two copies delivered - a few days apart - to each of the approximately 950 residences in the Village of Cold Spring. To ensure that no resident misses out, extra copies will be available at the Village Hall, 85 Main Street, and the Butterfield Library, on Morris Avenue.

Along with questions on village character, the waterfront, business and economic development, government and public resources, quality of life/community resources, and housing and buildings, the survey also includes an "about me" section, solicits written suggestions and comments, and asks every respondent to share "your vision for Cold Spring."

"We're excited because the survey is first of a whole range of things we will be doing to reach out to the community," Special Board Chair Carol Casparian said after the board's vote. "We're also looking forward to our workshop this Saturday, which will give everyone a chance to see where we're going, and, most important of all, sign up to help. We need a lot of ideas and involvement." To take place from 3-5pm at the Village Hall, with refreshments served, the workshop will include a welcome and overview by the Chair, brief summaries of the preliminary efforts undertaken last fall, an introduction to the new Working Groups, and a chance for attendees to volunteer and express their own thoughts. As part of the planning process, each Working Group will tackle a particular subject:

Community Resources, led by Marie Early, will identify both currently available and planned resources, including those in the areas of culture, recreation, and athletics; describe each in terms of availability, fees, access, hours of operation, and other characteristics; determine the best way to obtain public input in regard to community resources; and, finally, develop a practical, 20-year vision, as well as strategies and recommended actions for achieving it.

Government, Infrastructure & Public Services, led by Lillian Moser, will focus on a "nuts-and-bolts" component of local life, village services, both those supplied though the village government and those offered by other, vital providers, and consider ways to improve, enhance, and possibly streamline them.

Waterfront, Open Spaces & Natural Resources, led by Karen L. Doyle, will review what the village's waterfront, parks and preserves currently offer and what the public and stakeholders want from them in the future. Specific topics might include uses of the main dock/bandstand area, and park, water- and land-based recreation; environmental protection; development, and both resident and tourist interests. The Waterfront group will likewise work on the N. Y. Department of State's Division of Coastal Resources Local Waterfront Revitalization Program, or LWRP. (In essence, the LWRP is a locally prepared land- and water-use plan and strategy, addressing critical issues.)

Village Character, History and Historic Preservation, led by Stacey Matson-Zuvic, will collect and analyze information on the history and development of the village, existing and proposed historic properties and districts, and issues of historic preservation; consider relevant aspects of the village's commercial areas, neighborhoods, streetscape, and scenic and environmental quality; and study population demographics and other pertinent data. It will use the information gathered to develop goals and implementation strategies as part of the Comprehensive Plan.

Economic Development, led by Marshall Mermell, will take up issues involving Main Street and the village commercial corridors, business characteristics, transportation, parking, and the tax impact of development.
