Cold Spring Special Board and Working Groups Set Training Session for June 7 Public invited to attend to learn about river-related planning questions
From bio-diversity and climate change to storm water and more, Cold Spring's Comprehensive Plan Special Board and Working Groups on June 7 will learn about river-related priorities crucial to Comprehensive and Local Waterfront Revitalization planning.
Led by Kristin Marcell, special projects coordinator for the New York State Department of Environmental Conservation Hudson River Estuary Program, the training will take place from 7 to 9pm at the Cold Spring Fire House on Main Street. Although geared to the work of the Special Board and Working Group members, the session is open to the local residents, who are urged to attend, at no charge. Ms. Marcell will be joined by several of her DEC colleagues as well as by a representative of the New York Department of State (DOS), which deals with Local Waterfront Revitalization Plans (LWRPs).
With emphasis on science and technology, topics to be covered include biodiversity and habitat, climate change - Ms. Marcell's specialty, river shoreline and habitat restoration, storm water, and watershed and streams. The program will begin with presentations on each topic, followed by questions and discussion between the DEC and DOS staff and Special Board and Working Group members. Questions and answers and dialogue with the audience will round out the program.
Appointed in December 2006, the Special Board has been meeting approximately twice a month since then as the comprehensive planning process moves forward. To solicit Cold Spring residents' ideas, concerns, and priorities for their community, the Special Board released a village-wide survey in early May and held a public forum on May 5 to introduce the new Working Groups and encourage residents to join them. Each Working Group ended up with several new members as a result.
The Working Groups are Community Resources; Government, Infrastructure & Public Services; Waterfront and Open Spaces; Village Character, History and Historical Preservation; and Economic Development.
The last Cold Spring comprehensive plan, then called a master plan, was completed in 1987. The new plan will guide overall village policy and help officials make decisions about the future of Cold Spring.
