Recycling the Focus of Cold Spring Trustee Workshop by Michelle Woods
Different possibilities for expanding recycling in Cold Spring Village were on the Board of Trustees's agenda at their Weekly Workshop on May 29, 2007.
Trustee Seth Gallagher reported back from a recycling meeting run by Putnam County where the County indicated that there are twice-yearly pickups of electronic and hazardous waste, and that the next one would be at Clarence Fahnestock Park in the fall. The Trustees discussed the possibility of setting up a Village deposit point every few months for the same kind of recyclable waste, which would then be trucked by the Village to a recycling center. Mr. Gallagher also reported that the County is hoping in the future to have "satellite drop-off centers" where they would pick up recyclables and any monies resulting from recycled materials would be returned to the Village. He noted that there is a Department of Environmental Conservation (DEC) grant which matches 50% of the cost of recycling-related materials, for instance, for the cost of a truck that would be used for recycling pickups.
With regard to another environmental issue, Mayor Anthony Phillips said that he would be meeting a representative from FEMA on Thursday May 31 at Springbrook Condominiums to "show him the site," specifically the damage caused by brook flooding and erosion there and find out whether it was "workable," i.e., whether FEMA funds would be available and how the damage could be abated. Trustees again discussed ownership of the Backbrook in the Village, reaching some consensus, expressed by Trustee Gallagher, that homeowners whose homes back on to the brook could be the owners and still allow access to the Village to provide some maintenance. Trustee Dunn suggested that there could be a "Backbrook Association" formed to look after the matter.
There was a brief discussion about sign applications; Karen Dunn noting that it "could be a somewhat smoother process" and that there was some confusion about planning and zoning applications. She added that, on working on developing the Village website, she had identified "loopholes" and confused areas, and the Board discussed the possibility of meeting with the Chairs of other Village Boards to iron out these areas.
In other business, Mayor Phillips noted that Professor Rudy M. Schuster, from the SUNY-ESF College of Environmental Science and Forestry, who will be conducting research around tourism in Cold Spring, is ready to begin his survey and would be sending copies of his questionnaire to the Village. He will also be surveying Beacon and Kingston.
The Mayor also noted that Fox News was scheduled to film a segment for Father's Day on May 31st at the Tots' Park, interviewing a local father and daughter and father and son.
The Village Board meets in a weekly workshop every Tuesday at 7:30pm, except on the second Tuesday of the month when they meet at 7:30pm for their monthly meeting.
