Supervisor Davis Presents Positions on Issues Facing Putnam Valley
The following is PV Supervisor Sam Davis's position paper in anticipation of the September 18 Democratic Primary for that party's nomination for Town Supervisor.
"Primary Issues - The Putnam Valley Democratic Committee has endorsed Sam Davis for Town Supervisor. Supervisor Davis has steadfastly pursued the Democratic platform. He has been working hard on the Comprehensive Plan and Zoning Code changes.
"The Plan is scheduled for a public hearing on September 20 at 6pm. It can be seen on the town website - putnamvalley.com. This is a major accomplishment, and its implementation is important to control development, taxes, and improve enforcement. The Comprehensive Plan hasn't been successfully updated in 17 years. During his administration, Sam has made the completion of this and the concurrent Zoning update a major priority for the town. The joint effort of local government, volunteer citizens, and the Chazen office has created a new plan, incorporating input from all aspects of the community. A wide range of local viewpoints were heard and accommodated. Sam led the way in building consensus on the issues which meld historic concerns with a vision of the future. The draft zoning code is also completed. Hopefully, the public hearing for the zoning code will be set at the September Town Board meeting.
"Discussion about the Emerald Ridge project brought up significant issues including whether the Town should adhere to its Zoning Codes and protect public safety. The Town Board voted on their intent to accept an extension of Marsh Hill Road, making it a 3900 foot dead-end. The code allows 1200 feet. The grade of the road is also 14- 15%. The code allows 8%. Sam was the single vote against it.
"Sam has also been hard at work to change school tax funding to reduce the burden of property taxes. About 65- 80% of your property tax bill goes to funding Putnam Valley's schools. Sam has been working tirelessly to get the State to change how our schools are financed so that your property taxes stop spiraling out of control. He has been a strong voice at the state level for that change. Gioia Shebar, Chair of taxnightmare.org announced that her organization's first endorsement is for Sam Davis for his work on property tax reform. The budget is a major issue for this election. Councilwoman Whetsel did not attend budget meetings. There were some important issues driving the budget upwards - gasoline and oil prices, and some resulting from past administration's decisions such as limiting blacktop funds. And there were excesses created by the members of the Town Council. They voted, without Sam, to cut the general fund by $700,000. This resulted in a dangerously low fund balance. They made budget decisions at a closed meeting without public input.
"Sam attended John Hall's symposium on alternative energy and has been trying to introduce green energy concepts to Town Hall. The Town applied for and was granted money for solar photovoltaic installation. The first LEEDS certified house is before the Planning Board. LEEDS is a method of rating houses for energy efficiency. Any houses built now should be required to be energy efficient. Energy alternatives are included in the new Comprehensive Plan. Sam has worked for local, regional, state and federal solutions, widening the impact of his effective actions.
"Darren Rigger, Chair, Peekskill City Democratic Committee, has endorsed Sam Davis because of his work on regional solutions. Sam is also endorsed by Westchester County Legislator Mike Kaplowitz and NCN political commentator Anthony Bazzo. More can be accomplished if we work collaboratively. Sam has served you, not politics. Democrats, vote for Sam Davis on September 18."
