Supervisor Bill Mazzucca Offers His Positions on Issues Facing Philipstown
Candidate for re-election to the position of Supervisor of the Town of Philipstown, Bill Mazzucca, has issued his position paper to the PCN&R. He states:
"Much has been accomplished during my time as Town Supervisor. It has been a pleasure working with a dedicated Town Board, as well as community members who have volunteered their time to move Philipstown forward, and I ask for your vote on November 6, 2007 to continue this work.
"Together, we have completed and adopted the following: the Comprehensive Plan; the Wetlands Law; Route 9D; Scenic Byway Corridor Management Plan; Steep Slopes Law; Cell Tower Law; Town Blasting Law; and many other environmentally sensitive laws.
"We have also completed testing of the five (5) major streams in our town, as well as completing the Town aquifer study. Twice yearly, town-wide cleanups have been instituted. Resolutions opposing strip-mining in the Hudson Highlands; resolutions supporting the Community Preservation Act, the Preserve America Act and the Rural Preservation Program have all been adopted.
"However, there is still much more to accomplish which will be done by the continuing partnership of the Town Board, other elected town officials, appointees to town boards and committees, town employees, and community volunteers.
"We will, very shortly, finalize the transfer of the Glyncliffe property where our Town Recreation Center is located from the Open Space Conservancy to the Town of Philipstown. Within a few months, the Recreation Master Plan will be adopted. Once that occurs, we will conduct a feasibility and cost analysis study for a community pool.
"The Erosion and Sediment Control Law will be adopted by January, 2008. Within the next 3 - 6 months, the Open Space Protection Plan and the Open Space Index which will allow us to transform the Conservation Advisory Council into an Advisory Board with permitting authority.
"The Zoning Advisory Committee has been working diligently to revise the Town Zoning Code to comply with the Comprehensive Plan.
"The Fiscal Year 2008 Budget will include funds to increase the purchase of Wind Power by another 10% for use in town facilities. We will also allocate money to establish an Aesthetic Improvement Fund to partner with established businesses to assist owners to revitalize the visual quality of their businesses along Routes 9 and 9-D.
"To further protect our citizens, we will add funds to the Budget to contract with the Putnam County Sheriff's Dept. to have a Deputy Sheriff dedicated to patrol Philipstown exclusively! This will be in addition to the routine patrols we now have. This officer will patrol Route 9 and 9D starting very early in the morning and then will patrol the rest of the town until the end of his/her shift. This will be done five (5) days per week, each and every week!
"The town will retain an engineering firm that will provide engineering/planning services to the Building Dept., Planning Board, Zoning Board of Appeals concerning environmental, storm water and erosion control, zoning and other related issues.
"We are planning a major addition and historic renovation to the Town Hall. Grants in excess of $500,000 have been secured and more grants will be sought to defray costs of this project.
"Well, what about taxes? We will continue to keep taxes low. Over the last 15 years, we have had an annual average tax rate increase of over 3.1 percent and this has been accomplished while expanding existing services and providing new services.
"So, although we have accomplished much, there is still much to be done. I ask for your support on November 6, 2008 by reelecting me as your Town Supervisor."
