Putnam Valley Town Council Candidate Gene Yetter Presents His Position Paper Gene Yetter is a Candidate for Town Council; the following is his position paper
"The Foundation for a Stronger Putnam Valley"
"I'm Gene Yetter, candidate for Putnam Valley Town Council. My wife and I have been residents of Putnam Valley for over 13 years. Our children attend Putnam Valley schools. I have volunteered as a coach thru Parks and Recreation, Cortlandt American Little League, and the Putnam Valley Football Club. I have offered my environmental engineering expertise as a member of the Planning Board, Comprehensive Plan Review Committee, as well as having been a member of the school district's building committee. I am a US Navy veteran, have a degree in engineering and a masters in business administration.
"As our town continues to grow, it has become apparent that strong leadership in town hall is a necessity. Our town needs direction. Our town needs accountability. Our town needs transparency in government. There is no "one issue - one motion - one vote" solution to the challenges facing Putnam Valley. We need an informed, team approach.
"With growth comes the need for sophistication. This is not the "same old Valley" it was in the 60's or 70's. Our population is up. Our school system has matured, and taken significant strides to ensure control over its own destiny. Protecting our rural character has become an essential component in the development approval process. Balancing the needs of our entire community - seniors, parents of school age children, empty nesters, and local business - requires various strategies and professional skillsets.
"Our taxes need to be reigned in and managed. This must start with the Town taking a hard look at itself and how it does business. It must be run more like a business - defining problems, measuring goals, analyzing, improving and controlling processes - all in the name of efficiency. As a Town, we need to spend less, and do more.
"Besides controlling expenses, we must look at revenue streams. Many have mentioned that they'd "love to shop Putnam, but where?" The town can help, by promoting business districts through prudent planning and zoning. Our current Comprehensive Plan discusses this issue, and our new proposed zoning regulations must follow through with a tangible business development plan. Besides the obvious convenience aspect, additional businesses will provide additional tax revenue without significant additional expense to the town. This is NOT a tax-saving cure-all, but it certainly would help our tax concerns. A strong business community is the sign of a healthy Town.
"We must also continue to work with our State representatives to find other innovative ways to pay for school taxes, the largest tax expense to property owners.
"I strongly believe in this town; its rural beauty, and its many caring community volunteers. I know there are issues that are emotionally close to many residents, and we need a town board that will thoughtfully consider all sides of these issues, not just the special interests' perspective. We need strong, experienced leadership to control town spending, foster new business, and promote environmentally sensitive development. I know that with your help and commitment, I can work with our new supervisor and other town board members as a team to ensure that your town government is honest, responsive and responsible to the citizens of Putnam Valley."
