Cathy Lilburne States Her Platform for Town Board

Cathy Lilburne is a candidate for Town Council; this is her statement:

"We all know that Philipstown is unusual. A short trip north or south of here shows that: mega malls, new development sprawling all around, six lane highways jammed with traffic. Coming back to Philipstown is returning to a rural quietness surrounding livable villages. It is to preserve this rural and village combination in the face of constant pressures to damage it that will be one of my goals while serving our community as a member of the Town Board. We are fortunate to have the Town Comprehensive Plan, which is a clear vision of the direction our towns' people want us to go in. We honor the residents' collective will when we keep the Plan firmly in front of us. One of the ways we can keep moving in this direction is to refocus our Town, Planning & Zoning boards on the goals set forth in the Comprehensive Plan. Good work has also been put into the revision of the zoning code, which is almost complete and enforcement will be an important follow through of the revised code. The Town will be retaining an Environmental Engineer to oversee sediment and erosion control and storm water management. We live in a green and leafy community, and we want to keep it that way.

"It's also important to keep Philipstown affordable. My eight years on the school board in Garrison gave me a mighty respect for the public purse. Going to your community every year to pass a school budget or bond referendum gives you a sincere respect for the views of your residents, and an understanding of the fundamental importance of building trust. I have a good track record building consensus for important community decisions. I also have a good working relationship with our State Legislators, who I have worked with since 1995. They have always been good partners in helping the community fund important priorities.

"Transparency in local government is fundamental. I am a strong believer in the Sunshine Laws, and open and welcoming government. Our Town Board has already taken strong steps forward in this area - televising of the town board and planning board meetings; instituting open Wednesday workshop meetings where residents can discuss concerns with the town board in an informal way; establishing a Town website. The website can be expanded to include digitized applications; email notification of agendas and meeting minutes. Ultimately it's possible that Town documents could be archived this way, and be easily searchable. My experience in a web-based business may be useful here.
