Wishes Comprehensive Plan/LWRP Special Board Much Success Dear Editor:
As Carol Casparian and I can attest, Comprehensive Planning is an extraordinary undertaking. For the chair of any planning committee, it is also a labor of love. Reading Ms. Casparian's letter brought back fond memories of a rigorous three years of community surveys, workshops and public meetings that led to the completion of Cold Spring's first Master plan, adopted unanimously according to New York State law in 1987. (Please see Adoption and Consistency Statement by Ransom Taggart, Planning Board Chair 3/3/87. The plan also was endorsed by the Village Boards of 1987 and 1988.)
Similar to the new effort, the original Master Plan was funded through a grant from the NYS Department of State, Coastal Management Division. It had been my hope that the Village would make the Master Plan a combined Comprehensive Plan and Local Waterfront Revitalization Program. Unfortunately, back in 1987, the costs associated with meeting the State's requirements for an LWRP were staggering. (Resolution of the cadmium contamination around a collapsing old bulkhead dock had yet to be accomplished.)
As the recently retired Director of the Division for Local Government at the Department of State, I wish Chair Casparian and the Comprehensive P1an/LWRP Special Board much success in the New Year. Writing Cold Spring's first accepted Local Waterfront Revitalization Program will be a stunning achievement.
