Seth Gallagher Announces his Re-election Candidacy for Cold Spring Village Trustee This is his announcement:
"I am announcing my re-election candidacy for Trustee of the Village of Cold Spring. I hope to continue to serve the community as a voice for open, thoughtful and efficient government.
"For those who don't know me I was born and raised in the Cold Spring area attending Haldane Central School, and graduating from Tufts University in 1987. I returned here after meeting my wife Erika. I make my living as a musician and making/repairing instruments, and serve as the Pipe Major of the Cold Spring Fire Company Pipes and Drums.
"Over the past two years I have worked to fulfill the themes of my original run for this seat. I have pushed to: 1. Make the Village Government more user-friendly and accountable, 2. Encourage resident input and communicate more clearly and directly with residents, 3. Protect the heritage of Cold Spring, and 4. Keep the Village as affordable as possible.
"I increased the Village Board's role in supervising the Police Department. Until last Summer (2007) the Board of Trustees had virtually no role vis-à-vis the Department, even though State law mandates Trustee control and oversight of the Police Department. Since then the Board has taken a more active part in the running of the Department, resulting in a more open, effective and accountable process.
"I worked to bring on board a new Village Attorney with expertise in municipal law. After interviewing several law firms the Board of Trustees hired the firm of Drake, Loeb and Gaba and the partner who will primarily represent the Village, Stephen Gaba. This is good for the Village in a number of ways. First, in addition to Mr. Gaba, the firm has a number of lawyers that only do municipal work, and therefore have exceptional knowledge in this area of practice. This depth of knowledge and experience save on attorney time and Village taxpayer money. Second, this expertise makes them capable of doing any litigation work in-house, thereby saving on the higher rates charged for this work by outside firms, and by avoiding the duplication in services that result from bringing another firm up to speed. Third, the new firm has internet access to case law and opinions, which improves the quality of the information given to the Board and makes attorney time much more efficient and cost effective. And fourth, the single rate charged by the new firm results in a lower monthly bill than previously. This savings adds up as the Village makes use of required legal services.
"I worked to expand the Village recycling program to include all paper items. Due to lower costs for disposing of recycling versus garbage this will save the Village money. I have also put together a fairly complete recycling guide for residents that is included in the newest Village Newsletter, and will be available on the Village website when that is up and running.
"Through the publishing of the Village Newsletter I have been able to promote communication with Village residents. The newsletter gives updates on issues affecting the Village government, and conveys important information to residents in one informative packet. This is a very cost-effective method since the Newsletter is hand-delivered by the Trustees and Mayor.
"As Trustee my work has been motivated by a desire to see the Village operate efficiently within the laws of NY State, responsibly with Village resident's best interests in mind and in the most open, accountable and welcoming manner toward all the residents of Cold Spring.
"It is my hope to continue to serve the needs of this community for the next two years. Please support me on Election Day, March 18, 2008."
