Putnam County Civil Deputy Captain William McNamara Wins Coveted Statewide Sheriffs' Association Institute Award

Putnam County Sheriff 's Civil Deputy Captain William J. McNamara has been named the winner of the 2008 Civil Deputy of the Year. Sheriff Don Smith nominated Captain McNamara for the statewide recognition.

The coveted award, established in 1992, is given annually by the New York State Sheriffs' Association Institute to a deputy sheriff who, during the year, has exhibited a high degree of dedication and commitment to the improvement of the Sheriff's civil office law enforcement functions, whether on a county or statewide level.

Captain McNamara, who is an attorney, has headed the Civil Division of the Putnam County Sheriffs' Office since August of 1996. According to Sheriff Smith, McNamara has epitomized the knowledge, hard work, caring attitude and leadership ability that makes him the absolute best civil division leader in New York State.

Captain McNamara's knowledge of civil law enforcement is well recognized throughout the State of New York. He has taught classes in that discipline for numerous law enforcement agencies, the Putnam County Sheriff's Cadet Program, the Sheriff's Civilian Police Academy, as well as the New York State Sheriffs' Association Institute's nationally recognized Civil Law Enforcement Training Academy.

In addition, Captain McNamara has developed in expertise on Article 35, the use of deadly force under the laws of New York State. He also serves as the Sheriff's Office Freedom of Information Officer and has become an important resource on such matters throughout the state.

"Captain McNamara has over 25 years of law enforcement experience and service and throughout his time, he has proven to be an outstanding leader, role model and teacher," Sheriff Dom Smith said, with pride. "His overall demonstrated performance, service and potential are keeping with the highest traditions of the law enforcement profession and he is truly deserving of the 2008 Civil Deputy of the Year Award." The Sheriffs' Civil Law Enforcement Academy Director, Thomas A. Mitchell, Esq. said of Captain McNamara "Bill McNamara is a great asset not only to the Putnam County Sheriff's Office, but to all Sheriffs in the State. As an attorney, Bill is able to analyze difficult legal issues which confront Sheriffs who must serve and enforce a wide variety of civil process on behalf of our courts and our legal community. Bill McNamara has made presentations at training programs, sponsored by the New York State Sheriffs' Association Institute, which are attended by supervisors from throughout the State, and has often been able to help many counties answer legal questions on how to enforce a particular civil order or paper. He is always willing to share his expertise and experience with colleagues from around the State."
