Amend Article 6 of the Putnam County Charter
NOTICE IS HEREBY GIVEN that a public hearing will be held before the County Executive of the County of Putnam at Room 300 of the County Office Building, 40 Gleneida Avenue, Carmel, New York 10512 on the 29 day of December, 2010 at 2:00 P.M. concerning:
A LOCAL LAW
To amend Article 6 of the Putnam County Charter, entitled "Department of Personnel", adopted by the Putnam County Legislature on December 7, 2010, Resolution # 394.
This Local Law amends the Putnam County Charter by providing that the County Personnel Officer shall be appointed by the County Executive subject to confirmation by the County Legislature for a six (6) year term in accordance with state law, on the basis of his or her training and experience in personnel administration and other qualifications for the responsibilities of his or her office; and by providing that the Personnel Officer shall hold a minimum of a Bachelor's Degree and demonstrate at least five (5) years of experience in public administration; and by providing that the Personnel Officer shall have the power to, within budgetary appropriations and in accordance with County policy or as may be otherwise required by law to appoint and remove such staff as may be necessary; and by outlining all of the powers and duties of the Personnel Officer.

This Local Law shall take effect forty-five (45) days after its adoption, subject to referendum on petition in accordance with the provisions of Section 24 of the New York State Municipal Home Rule Law.
