LEGAL NOTICE
VILLAGE OF COLD SPRING, NEW YORK
PLEASE TAKE NOTICE that on June 28, 2011, the Board of Trustees of the Village of Cold Spring, in the County of Putnam, New York, adopted the bond resolution entitled:
“Bond Resolution of the Village of Cold Spring, New York, adopted June 28, 2011, authorizing the construction of improvements to the water main along Fishkill Road and Main Street, stating the estimated maximum cost thereof is $1,535,000, appropriating said amount for such purpose, and authorizing the issuance of $ 1,535,000 serial bonds of said Village to finance said appropriation,” an abstract of such bond resolution concisely stating the purpose and effect thereof, being as follows:
FIRST: AUTHORIZING the Village of Cold Spring to construct improvements to the water main along Fishkill Road and Main Street, consisting of relining the water main and related cleaning, site work, replacement of water treatment plant control panel and other ancillary work; STATING the estimated maximum cost thereof, including preliminary costs and costs incidental thereto and the financing thereof, is $ 1,535,000; APPROPRIATING said amount for such purpose; and STATING the plan of financing includes the issuance of    $1,535,000 serial bonds of the Village to finance said appropriation, the collection of water rates and the levy of taxes upon all the taxable real property within the Village to pay the principal of said bonds and the interest thereon;
SECOND: AUTHORIZING the issuance of $1,535,000 serial bonds of the Village pursuant to the Local Finance Law of the State of New York (the “Law”) to finance said appropriation;
THIRD: DETERMINING and STATING that (a) the period of probable usefulness of the object or purpose for which the bonds are authorized is forty (40) years; (b) the proceeds of the bonds herein authorized and any bond anticipation notes issued in anticipation of said bonds may be applied to reimburse the Village for expenditures made after the effective date of this resolution for the purpose for which said bonds are authorized; and (c) the proposed maturity of said serial bonds will exceed five (5) years;
FOURTH: DETERMINING that said bonds and any bond anticipation notes issued in anticipation of said bonds and the renewals of said bond anticipation notes shall be general obligations of the Village; and PLEDGING to their payment the faith and credit of the Village;
FIFTH: DELEGATING to the Village Treasurer the powers and duties as to the issuance of said bonds and any bond anticipation notes issued in anticipation of said bonds, or the renewals thereof; and
SIXTH: DETERMINING that the bond resolution is subject to a permissive referendum.

LEGAL NOTICE
Board of Trustees Public Hearing
July 12, 2011
The Village of Cold Spring Board of Trustees will hold a public hearing on Tuesday, July 12, 2011 at 6:45 pm at Village Hall, 85 Main Street, Cold Spring, NY to hear public comment on a proposed local entitled: "A Local Law To Amend Section 126-24 Of Village Code Chapter 126, 'Vehicles And Traffic,' Article IV, 'Enforcement And Penalties,' By Adding A New Provision For Enforcement Of Penalties On Delinquent Parking Tickets." The purpose of this local law is to add a new provision to the Village Code providing for enforcement of penalties on delinquent parking tickets by impounding vehicles or securing them in place by means of a “boot” or similar detention device. All interested parties are encouraged to attend and be heard.

The resolution, a summary of which is published herewith, has been adopted on the 7th day of June, 2011, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the COUNTY OF PUTNAM, New York, is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this Notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the publication of this Notice, or such obligations were authorized in violation of the provisions of the constitution.

BOND RESOLUTION OF THE COUNTY OF PUTNAM, NEW YORK, ADOPTED JUNE 7, 2011, AUTHORIZING HIGHWAY INFRASTRUCTURE AND RECONSTRUCTION OF ROADS LOCATED THROUGHOUT AND IN AND FOR SAID COUNTY THEREOF AT A MAXIMUM ESTIMATED COST OF $1,350,000; AND AUTHORIZING THE ISSUANCE OF $1,350,000 BONDS OF SAID COUNTY TO PAY THE COST THEREOF.
Class of objects or purposes: Highway infrastructure and road reconstruction throughout and in and for said County
Period of probable usefulness: Fifteen (15) years
Amount of obligations to be issued: $1,350,000 Bonds
A complete copy of the bond resolution summarized above shall be available for public inspection during normal business hours at the office of the Clerk to the Legislature, at the County Office Building, 40 Gleneida Avenue, Carmel, New York.

Local Law #11 of 2011
LOCAL LAW #11- Amend Article 5 of the Putnam County Charter Entitled “Executive Department”
ABSTRACT PROVISION:
This Local Law amends Article 5, Sections 5.01 and 5.02 of the Putnam County Charter, by renaming it the “Department of Purchasing”, by removing the responsibilities associated with Central Services and Information Technology, by requiring that the Director of said Department hold a Bachelor’s Degree and have at least four (4) years’ experience as a buyer, purchaser or an equivalent position, by requiring that said appointment be confirmed by the Legislature, by restricting the Director from holding any other public or political office, and by restricting all managerial employees within the Department of Purchasing from engaging in any private practice or outside employment in their field of expertise.
