LOCAL LAW #15- AMEND ARTICLE 5-A/PUTNAM COUNTY CHARTER/ ENTITLED “DEPARTMENT OF PLANNING, DEVELOPMENT AND PUBLIC TRANSPORTATION”
ABSTRACT PROVISION:
This Local Law amends Section 5-A.01 of the Putnam County Charter by outlining specific qualifications which the Commissioner of Planning, Development and Public Transportation must meet, it amends the powers and duties of said Commissioner and requires that the appointment of said Commissioner be confirmed by a majority of the Legislature.

Project Description:
A DEC permit was previously issued authorizing the construction of a driveway including a 10 foot wide driving surface across two portions (162 linear feet and 120 linear feet) of NYS Freshwater Wetland OL-2 (Class 11) and their regulated 100 foot adjacent areas, to provide access off East Mountain Road North to an upland area for a new single family residence. The approved driveway design also included one two foot wide shoulder, and the use of eight 36 inch diameter half culverts, to maintain water flow. The permittee proposes to modify the driveway design to include a second 2 foot wide shoulder, to replace one of the 36 inch diameter half culverts with a 48 inch box culvert, and the use of a stone gabion design for fifty linear feet of driveway. The driveway will include both gravel and paved surfaces. Disturbances to the wetland proper will total 5,250 square feet, and disturbances to the 100 foot adjacent area will total 3,680 square feet.

I, Susan Huetter, Collector of Taxes for the Garrison Union Free School District, have duly received the tax roll and warrant for the collection of taxes. Such taxes may be paid in person at M&T Bank Cold Spring Branch located at 40 Chestnut Street, Cold Spring, NY during regular banking hours or by mail to Garrison Union Free School District, PO Box 1163, Buffalo, NY 14240.
Taxes may be paid on or before September 30, 2011 without penalty. On all taxes received from October 1 through October 31, 2011 there will be added a 2% penalty. No taxes will be received after October 31, 2011. Unpaid school taxes will be relevied with your Town and County taxes in January 2012 with an increased rate of interest.

Draft Supplemental Environmental Assessment and Finding of No Significant Impact
Expansion of Keller Army Community Hospital
United States Army Garrison

A Draft Supplemental Environmental Assessment (SEA) has been prepared addressing the addition to the existing Keller Army Community Hospital at the U.S. Army Garrison at West Point located in Highland Falls, Orange County, New York. The following is a summary of the findings included in the SEA:
I.          NAME OF ACTION
Expansion of Keller Army Community Hospital
II.        DESCRIPTION OF ACTION
a) Proposed Action: The Proposed Action consists of construction of an addition to the KACH and new parking areas. The addition will contain a total of approximately 51,000 gross square feet (gsf) of floor space, with three main floors and a mechanical penthouse. In addition, a total of 88 new parking spaces are proposed to offset the 82 parking spaces that will be eliminated as a result of the new building expansion. Construction of the Proposed Action, or Project, is currently planned to begin in Fiscal Year (FY) 2011, and be completed in FY 2013.
b) Alternatives: 1) No Action, 2) various locations on the KACH property, 3) differing footprint configurations at the proposed location on the east side of the existing hospital building; and 4) various exterior forms (including window shapes and vertical elements), materials (including exterior siding materials), roof alignments, and visual screening elements.
III.       ANTICIPATED ENVIRONMENTAL EFFECTS
Potential environmental impact issues include, but are not limited to: an increase/contribution to ongoing stormwater management challenges in the vicinity of the KACH to Crows Nest Book, visual impacts from several long-ranges vantage points that contain the KACH and West point, temporary traffic congestion along Washington Road, temporary displacement of parking spaces at the KACH during construction, potential impacts to the state-listed timber rattlesnake, air pollutant emissions during construction, noise effects during construction; and disposal of construction/demolition materials and wastes (including hazardous materials).
IV.       MITIGATION MEASURES
A comprehensive list of impact minimization and mitigation measures that would be employed is provided in Section 4.3 (Anticipated Environmental Effects and Mitigation Measures) of the Draft SEA. These measures address the following resources: surface water, geology/soils, natural resources, cultural resources, visual resources, noise, health/safety, and materials and wastes.
