NOTICE
NOTICE IS HEREBY GIVEN the Board will hold a Public Hearing on Thursday, November 17, 2011 at 7:00 PM for the purpose of hearing public comment on the application of James Geppner, 18 Church Street to add 1st and 2nd story additions to their residence. The proposal will require a front and side yard variance from Section 134-7(C)(4) and 134-7(C)(5) respectively of the Village Code. The property is in the R-1 zone. All interested parties are encouraged to attend and be heard.

NOTICE OF PUBLIC HEARING
ON VILLAGE OF COLD SPRING COMPREHENSIVE PLAN
PLEASE TAKE NOTICE that a public hearing on the revised draft Comprehensive Plan for the Village of Cold Spring will be held on Tuesday, November 29, 2011 at 7:30 p.m. at the Village Hall, 85 Main Street, Cold Spring, New York.   At this time, the Village of Cold Spring Board of Trustees will hear all persons interested in or wishing to comment on the draft Comprehensive Plan.
The public hearing is open to everyone and all residents are encouraged to attend. Persons may appear in person or by agent. All written communications must be received by the Board at or prior to the public hearing.
A copy of the draft Comprehensive Plan for the Village of Cold Spring is available for public review at the office of the Village Clerk, Village Hall, 85 Main Street, Cold Spring, N.Y. Additionally, copies of the draft Comprehensive Plan may be viewed on the Internet at www.coldspringny.gov.

ANNUAL ELECTION OF THE PHILIPSTOWN NORTH HIGHLANDS FIRE DISTRICT
On December 13, 2011
NOTICE IS HEREBY GIVEN that the Annual Election of the Philipstown North Highlands Fire District will take place on December 13, 2011 between the hours of 6:00 p.m. and 9:00 p.m. at the North Highlands Engine Co. No. 1 Fire House located at 504 Fishkill Road, Cold Spring, N.Y. for the purpose of electing one Commissioner for a five (5) year term, commencing January 1, 2012 and ending December 31, 2016. All voters registered with the Putnam County Board of Elections on or before November 21, 2011 shall be eligible to vote.
Candidates for District Office shall have filed their names with the Secretary of the Philipstown North Highlands Fire District, at the firehouse at 504 Fishkill Road, Cold Spring, N.Y., no later than twenty days before the election, November 23, 2011

The resolution, a summary of which is published herewith, has been adopted on the 1st day of November, 2011, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the COUNTY OF PUTNAM, New York, is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this Notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the publication of this Notice, or such obligations were authorized in violation of the provisions of the constitution.

A RESOLUTION AUTHORIZING THE RECONSTRUCTION OF ROADS, BRIDGES, CULVERTS AND OTHER IMPROVEMENTS, IN AND FOR THE COUNTY OF PUTNAM, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $500,000, AND AUTHORIZING THE ISSUANCE OF $500,000 BONDS OF SAID COUNTY TO PAY THE COST THEREOF.
Class of objects or purposes:         Reconstruction of roads, bridges, culverts, embankments, tunnels, viaducts, underpasses, waterways, drainage works, dikes, dams, bulkheads and other improvements to prevent damage from encroachment to flood or storm waters, necessitated by damages caused by Tropical Storm Irene
Period of probable usefulness:      Fifteen (15) years
Amount of obligations to be issued:           $500,000 Bonds
SEQRA status: Type II Action

Winter Parking and Sidewalk Notice Village of Cold Spring
Beginning November 15, 2011 and continuing through April 15, 2012, seasonal parking restrictions will take effect pursuant to Sections 126-15 and 126-36 of the Village Code.
These restrictions prohibit all overnight parking between the hours of 12:01 a.m. and
6:00 a.m. The Village Board has agreed to a “call in program”, as an optional method of seasonal parking control. Therefore, each day from 4:00 p.m. on, a telephone message will be available at 265-4883 (the Village Highway Garage) to notify the caller whether the seasonal off-street parking will be enforced for that evening. The general ban on parking will remain in effect. However, the call in method is intended to limit the need for off-street parking to snow emergencies. It is important that a telephone call is made during and after snowstorms because snow emergencies are not limited to the day of the storm and can extend to the following day or days. The decision of the Village Board is intended to assist all village residents who find off street parking a problem, but everyone must understand the consequences of receiving a parking ticket if the rules set forth are not adhered to.
Should you have any questions about whether to park overnight during the winter season, you are strongly advised to follow the general rule and remove your car from the street. Towing of vehicles may be required during snow emergencies at the owner’s expense. Areas provided for seasonal off street parking are Kemble Avenue south of The Boulevard and the south side of The Boulevard. Signs will mark designated areas.
Pursuant to Village Code Section 108-21, the owner and/or occupant of each and every building and lot in the Village shall keep the full width of the sidewalk free of snow and ice. When ice on said walk cannot be removed, it shall be covered with sand and other materials not detrimental to the concrete such as calcium chloride, in such a manner as will enable persons to walk thereon with safety. Rock salt or salt based materials shall not be used. Clearing of said sidewalk should begin within a reasonable time during and after snow accumulation. Summonses will be issued to violators.

Public Hearing – December 8, 2011
The Philipstown Planning Board for the Town of Philipstown, New York will hold a public hearing on Thursday, December 8, 2011 at 7:30 p.m. at the VFW Hall on Kemble Avenue in Cold Spring, New York to consider the following applications:
Dominic and Debra Santucci (continuation) – Application for revised subdivision plat in which the applicants are proposing to reduce the project density to three lots (from the early 4 and 5 lot proposals previously advanced) on the condition that the Planning Board will permit the applicant to access the project with a common driveway that will utilize grades of as much as 17% for a limited distance, which will then enable them to generally follow the existing trail which enters the tract from Sprout Brook Road. The property is located at Canopus Hollow and Sprout Brook Roads in the Town of Philipstown in an R-80 residential district. Tax map #83.13.01-33&34.
Drake Petroleum Co., Inc. – Application dated September 26, 2011 for minor site plan approval to remove two (2) 6,000 gallon steel gasoline underground storage tanks (UST’s) with piping and dispensers, replace with new dispensers, piping and one 12,000 gallon double-wall fiberglass UST. No change is proposed to above-ground structures, number of employees or exterior lighting. The property is located at 1122 Route 9D at the northeast corner of Route 9D and Nelson Lane in the Town of Philipstown. Tax map#60.18-1-46.
At said hearings all persons will have the right to be heard. Copies of the application, plat map, site plan and related material may be seen in the Office of the Planning Board at the Town Hall.
