Project Description:
The applicant proposes disturbances to the 100-foot adjacent area of NYS-regulated freshwater wetland WP-7, Class 1 for the development of passive-use park with parking, stormwater controls, trails, and an interpretive berm and platform. Disturbances within the adjacent area include:
• 16,000 square feet for the new parking access at Kemble Avenue and associated stormwater and interpretive features
• 3,900 square feet for the “Parrott Gun” interpretive berm and platform
• 1,800 linear feet conversion of existing dirt paths into an ADA-compliant trail
No disturbance is proposed to the wetland or to the EPA Superfund site remediation soil cap (EPA ID:NYD010959757).

State Environmental Quality Review (SEQR) Determination
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency Cold Spring Village Planning Board
State Historic Preservation Act (SHP A) Determination
Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures.
Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.
Coastal Management
This project is located in a Coastal Management area and is subject to the Waterfront
Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than 01/26/2012 or 15 days after the publication date of this notice, whichever is later.

Please take notice that a public hearing pursuant to Section 20 of the New York State Civil Service Law will be held before the Personnel Director of Putnam County in the Conference Room of Building #3 at the Donald B. Smith County Government Campus in Carmel, New York on the 8th day of February, 2012 at 10 AM with respect to amending the Rules and Appendices of the Classified Civil Service.
The proposed changes concern appending an additional change to the October 11, 2011 Rules and Appendices Resolution for Adoption of Changes which has already been submitted to the New York State Civil Service Commission. Specifically, this change is a request to add the title of Director of Constituent Services, in the Putnam County Executive’s Office, to the exempt jurisdictional class.
All parties in interest and citizens will be given an opportunity to be heard.

Notice of formation of beart, llc. Articles of Organization were filed with the Secretary of State (SSNY) on 12/21/11. Office location: Putnam County. SSNY has been designated as agent of LLC upon whom process against it may be served. SSNY shall mail copy of process against the LLC to: 55 Dick’s Castle Road, Garrison, NY 10524. Purpose: any lawful activity.
Separate sealed bids for the Water Main Cleaning & Lining Project will be received by the Village of Cold Spring at the office of the Village Clerk, 85 Main Street, Cold Spring, NY 10516 until 3 o’clock PM local prevailing time on Wednesday, February 22, 2012 and then at said office publicly opened and read aloud.
A pre-bid meeting will be held at 11o’clock AM local prevailing time on Thursday, February 2, 2012 at Cold Spring Village Hall.
The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following location:

Copies may be obtained at the office of the Village Clerk located at 85 Main Street upon payment of $25.00 for each set. Any unsuccessful bidder or non-bidder shall be entitled to a refund of this payment in accordance with Section 102 of General Municipal Law upon the return of such sets in good condition as determined by the Village.
Each bid shall be accompanied by acceptable form of Bid Guarantee in an amount equal to at least five (5) percent of the amount of the Bid payable to the Owner as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the contract.
The Village of Cold Spring hereinafter called the OWNER, reserves the right to reject any or all Bids and to waive any informality or technicality in any Bid in the interest of the Owner.
Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
The Village of Cold Spring hereby notifies all Bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Bidders are also required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York.
No bidder may withdraw his bid within 45 days after the actual date of the opening thereof.
