Sealed proposals will be accepted at the Village Office, 85 Main Street, Cold Spring, NY 10516 until 4:00 PM on Wednesday, June 6, 2012 at which time all bids will be opened and read aloud. The Village of Cold Spring reserves the right to reject any and all bids.

Forms for proposal, certification, conditions and specifications may be obtained at the PUTNAM VALLEY CENTRAL SCHOOL DISTRICT Business Office located at 146 Peekskill Hollow Road, Putnam Valley, NY, 10579.
In all cases, it must be understood that conditions and specifications of the
PUTNAM VALLEY CENTRAL SCHOOL DISTRICT shall apply. Sealed proposals must be marked, “Sealed Dollar Cost Bid Proposal for Putnam Valley Central School District for SCHOOL DISTRICT CHIEF MEDICAL OFFICER”, and will be received until 2pm, June 1, 2012, at the PUTNAM VALLEY CENTRAL SCHOOL DISTRICT Business Office after which date and time all proposals will be publicly opened and subsequently analyzed.
The Board of Education reserves the right to consider qualifications, experience, and reputation in the Auditing Services Industry, as well as the specific qualifications of a proposer set out herein, in considering proposals and awarding the contract. The Board of Education reserves all rights and may reject any or all proposals as it may deem appropriate to do so.

NOTICE IS HEREBY GIVEN that a public hearing will be held before the County Executive of the County of Putnam at Room 300 of the County Office Building, 40 Gleneida Avenue, Carmel, New York 10512 on the 23 day of May, 2011 at 4:30 in the afternoon, and again at 6:30 in the evening concerning:
 A LOCAL LAW
 To Amend Article 7, Section 7.05 of the Putnam County Charter Entitled “Capital program and capital budget” adopted by the Putnam County Legislature on May 1, 2012, Resolution R#119
 This Local Law
 Amends Section 7.05 of the Putnam County Charter by changing the submission and completion dates set forth in the budget process, by changing the date by which the Capital Projects Committee report must be submitted to on or before September 1st of each year and by which the capital budget shall be incorporated into the tentative budget and submitted to the Legislature to on or before October 1st of each year.                                      
 Copies of the Local Law are available at the Office of the Putnam County Legislature, Room 313, 40 Gleneida Avenue, Carmel, New York 10512.
At the aforesaid time and place all persons interested in the subject matter thereof will be heard concerning same. Comments will also be accepted via regular mail submitted to the above referenced address, electronic mail to maryellen.odell@putnamcountyny.gov, and facsimile to (845)808-1901.
This Local Law shall take effect forty-five (45) days after its adoption, subject to referendum on petition in accordance with the provisions of Section 24 of the New York State Municipal Home Rule Law, whichever occurs last.

This Local Law Amends Section 7.04 of the Putnam County Charter by changing the submission and completion dates set forth in the budget process, by changing the date which the tentative budget is to be submitted to the Legislature to on or before October 1st of each year, by changing the date by which the Legislature is required to make changes to on or before October 28th of each year, by changing the date by which the tentative budget is adopted if the Legislature fails to act to on or before November 1st of each year, and by changing the date by which the County Executive shall veto any changes made by the Legislature to on or before November 8th of each year, and by which the Legislature shall convene to reconsider each item vetoed by the County Executive to on or before November 15th of each year.

Sealed bids will be received as set forth in instructions to bidders until 10:30 a.m. on June 07, 2012, at the NYS Dept. of Transportation, Contract Management Bureau, 1ST FLOOR SUITE 1CM, 50 WOLF RD, ALBANY, NY 12232 and will then be publicly read. A certified or cashier's check payable to the NYS Dept. of Transportation for the sum specified in the proposal or a bid bond (FORM CONR 391) representing "25% of the bid total" as specified in the contract proposal must accompany each bid. Bids may also be submitted via the internet using Bid Express (www.bidx.com). The Department reserves the right to reject any or all bids. Construction contract plans and proposals are sold only on compact disk (CD). The cost is $10 per CD, plus $8 shipping and handling if the CD is not purchased in person. The CD includes both the plans (if applicable) and the proposal in Adobe Acrobat PDF file format. Plans and proposals in Adobe Acrobat PDF format are also available on Bid Express (www.bidx.com) for a monthly subscription fee.
