PUBLIC NOTICE: is hereby given for separate sealed bids for: Proposed Athletic Field Improvements at Haldane High School 9D Fields. Bids will be received by the School District, on Thursday, July 12, 2012 at 2:00 P.M. prevailing time in the Administrative Office, 15 Craigside Drive, Cold Spring, New York, 10516, and at said time and place publicly opened and read aloud.
The Contract Documents may be examined at Administrative Office, 15 Craigside Drive, Cold Spring, New York, 10516, (845)265-9254 between 9:00 A.M. and 2:00 P.M. Monday through Friday beginning on Tuesday, June 26, 2012 and may be obtained upon a deposit of One Hundred ($100.00) Dollars for each complete set.
Checks for deposit shall be made payable to the DISTRICT, HALDANE CENTRAL SCHOOL DISTRICT, and may be uncertified. Bidder’s deposit shall be refunded in full upon the return of one set of the bid documents in good condition within thirty (30) days of the contract award or rejection of the bid of such bidder.
Partial refunds, in an amount equal to the full amount of the deposit for one set per unsuccessful bidder or non-bidder less the actual cost of reproduction of the plans and specifications shall be made for the return of all copies of the plans and specifications in good condition with in thirty (30) days following the award of the contract or the rejection of the bids covered by such plans and specifications.
The Contract will be awarded to the lowest responsible bidder or the proposals will be rejected within 45 days of the date of opening proposals. Bids shall be subject, however, to the discretionary right reserved by the School District to waive any informalities in, accept or reject any alternatives, reject any proposals and to advertise for new proposals, if in its opinion the best interest of the School District will thereby be promoted.
Each bidder may not withdraw his bid within 45 days after the formal opening thereof. A bidder may withdraw his bid only in writing and prior to the bid opening date.

Project Description:
The New York State Department of Environmental Conservation (DEC) has received an application for a modification of a State Pollution Discharge Elimination System (SPDES) Permit, pursuant to 6NYCRR Part 750, from the currently permitted discharge of 750 gallons per day (gpd) to a proposed discharge of 1500 gpd of treated sanitary waste water to the Hudson River (Index # H, Class B). The proposed sewage treatment plant will service existing infrastructure, which formerly discharged un-treated waste into the Hudson River. These premises are being converted into a full service restaurant, and two residential apartment units.
A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at DEC Region 3 headquarters in New Paltz. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. Substantive comments on these permits or requests for a hearing or both must be submitted in writing to the contact person listed below.
Availability of Application Documents:
Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation. (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
DEC Commissioner Policy 29, Environmental justice and Permitting (CP-29):
It has been determined that the proposed action is not subject to CP-29.
Availability For Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than 07/27/2012 or 30 days after the publication date of this notice, whichever is later.

To Amend Article 12, Title I, Section 12.08 of the Putnam County Charter Entitled “Coroner” adopted by the Putnam County Legislature on June 19, 2012, Resolution R#148
This Local Law Amends Section 12.08 of the Putnam County Charter by reducing the number of coroners to be elected in the County of Putnam from four (4) to three (3).
