The following public hearings have been scheduled for July 23, 2012 at 6:00PM (or as soon thereafter as agenda conditions permit) at the Putnam Valley Town Hall, 265 Oscawana Lake Road, Putnam Valley, New York, 10579. All interested parties are invited to attend and will be heard. A copy of the application materials and plans may be inspected during normal business hours at the office of the Planning Board Clerk, Town of Putnam Valley Town Hall.

1.           Salmon, Andrew, 61 Lake Front Road

(TM#62.14-1-70/File: 2012-0104)

The subject property consists of 0.12 acres of a land and is located at 61 Lake Front Road and within the R-3 Zoning District.  The applicant requires a Major Grading Permit and Wetland Permit for grading activities and debris removal that was conducted within the wetland buffer and without the benefit of a permit.

The applicant is proposing to demolish an existing garage and construct a new garage further away from Oscawana Lake Road. The applicant is also proposing a 2-story addition to an existing single-family residence. The subject property consists of 0.933 acres and is located on Oscawana Lake Road and within the R-3 Zoning District.

3.      Jacobs, John, 250 West Shore Drive

The subject property is located at 250 West Shore Drive and consists of 0.40 acres of land. The applicant is proposing to renovate and convert an existing boathouse to a recreational building and is proposing other ancillary improvements on the subject property (floating dock, stone walls, patio, installation of a waterless composting toilet, underground utilities, etc.).

Request for Proposal

The Board of Education of the Garrison Union Free School District hereby invites the submission of sealed proposals for:

Data, Install & LAN (Local Area Network) Support Services

Proposals will be received in the District Office, July 25, 2012.

The Board of Education reserves the right to waive any information in or to reject any or all proposals, to re-advertise if deemed necessary and/or to accept the proposal which in the judgment of the Board of Education appears to be in the best interest of the School District.

Specifications will be available at the Business Office in the District Office, July 13, 2012.

Such proposals will be received only until July 25, 2012 10am.  All proposals must be sealed and submitted in envelopes clearly marked with the name of the person, firm or corporation making such RFP, the date and time of RFP opening and designated "RFP FOR DATA, INSTALL & LAN (LOCAL AREA NETWORK) SUPPORT SERVICES”.

Proposals must be submitted wholly completed on the prepared RFP forms furnished with the Contract Documents. They must be submitted in sealed envelopes bearing on the outside the name and address of the contractor and title of the project as noted above. Addendum, if any, issued before submission of RFPs, shall be taken into account and included in the Proposal and acknowledgment of receipt of same shall be noted in the space provided.

All RFP prices shall be filled in. Signatures shall be in ink and in longhand. Proposals which are incomplete, conditional or obscure may be rejected as informal. No oral or telephone RFPs or modifications of RFP will be considered.

The Board of Education reserves the right to reject any and all proposals or to waive any informalities or irregularities in the proposals and to advertise for new proposals. 

RFP is for the period September 1, 2012 – June 30, 2013.  A contract, renewable annually (July 1 – June 30), is proposed, subject to annual review and concurrence of the Board of Education of the Garrison Union Free School District, and the annual availability of an appropriation.

NOTICE IS HEREBY GIVEN that a public hearing will be held before the County Executive of the County of Putnam at Room 300 of the County Office Building, 40 Gleneida Avenue, Carmel, New York 10512 on the 25th day of July 4:30 in the afternoon, and again at 6:30 in the evening concerning:

A LOCAL LAW to amend Chapter 31 of the Putnam County Code Entitled “County Property” adopted by the Putnam County Legislature on July 3, 2012, Resolution R#168.                                                                   

This Local Law amends Sections 31-4 and 31-8 of the Putnam County Code by providing that, with respect to County-owned and acquired real property, the Legislature shall have the option to offer such property for sale through the applicable multiple listing service by utilizing the services of a licensed real estate broker.  Copies of the Local Law are available at the Office of the Putnam County Legislature, Room 313, 40 Gleneida Avenue, Carmel, New York 10512.

At the aforesaid time and place all persons interested in the subject matter thereof will be heard concerning same.  Comments will also be accepted via regular mail submitted to the above referenced address, electronic mail to maryellen.odell@putnamcountyny.gov , and facsimile to (845)808-1901.

This Local Law shall take effect immediately.

A LOCAL LAW

To Amend Local Law #7 of 1998 which relates to the consideration of the use of Project Labor Agreements in connection with the purchase of construction goods and services for major construction projects.

This Local Law amends Local Law #7 by adding language indicating that when considering the use of a Project Labor Agreement, the heads of all County departments involved must consider the purposes of the competitive bidding statutes, namely, the prevention of favoritism, improvidence, extravagance, fraud and corruption in the awarding of public contracts, and to obtain high quality goods and services at the lowest possible price; and by adding requiring that a predetermination be made in advance of directing the required analysis and preparation of a feasibility/due diligence report by the department heads involved; and by requiring that any analysis engaged in must indicate whether there will be verifiable and significant economic savings as a result of the use of a Project Labor Agreement.  Copies of the Local Law are available at the Office of the Putnam County Legislature, Room 313, 40 Gleneida Avenue, Carmel, New York 10512.

NOTICE IS HEREBY GIVEN that a public hearing will be held before the County Executive of the County of Putnam at Room 300 of the County Office Building, 40 Gleneida Avenue, Carmel, New York 10512 on the 25th day of July at 4:30 in the afternoon, and again at 6:30 in the evening concerning:

A LOCAL LAW to amend Chapter 25, Article IV of the Putnam County Code with respect to the membership and terms of the Putnam County Veterans Memorial Park Advisory Board adopted by the Putnam County Legislature on July 3, 2012,

Resolution #149.

This Local Law amends Chapter 25, Article IV, Section 25-28 of the Putnam County Code by increasing the number of members on the Putnam County Veterans Memorial Park Advisory Board from 7 to 9, by increasing the number of veterans of the Armed Services of the United States who shall sit on the Board from 2 to 3 and by requiring that 2 of those veterans be active members of the Joint Veterans Council, and finally, by requiring that the Director of Veteran’s Affairs also be a member of said Board.
