LEGAL NOTICE

 Sealed bids will be received as set forth in instructions to bidders until 10:30 a.m.  on September 20, 2012,at the NYS Dept. of Transportation, Contract Management Bureau,  1ST FLOOR SUITE 1CM, 50 WOLF RD, ALBANY, NY 12232 and will then be publicly read. A certified or cashier's check payable to the NYS Dept. of Transportation for the sum specified in the proposal or a bid bond (FORM CONR 391) representing "25% of the bid total" as specified in the contract proposal must accompany each bid. Bids may also be submitted via the internet using Bid Express (www.bidx.com). The Department reserves the right to reject any or all bids.

Construction contract plans and proposals are sold only on compact disk (CD).  Thecost is $10 per CD, plus $8 shipping and handling if the CD is not purchased in person. The CD includes both the plans (if applicable) and the proposal in Adobe  Acrobat PDF file format.  Plans and proposals in Adobe Acrobat PDF format are also available on Bid Express (www.bidx.com) for a monthly subscription fee. 

CDs can be obtained from the NYSDOT, Plan Sales Unit, 1st Floor Suite 1PS, 50 Wolf Road, Albany, NY 12232, (518) 457-2124; or from the Regional Office noted below. Requirements: NYSDOT requires that all bidders and subcontractors present evidence of experience and financial standing.  Subcontracting Provisions: Subcontracting is permitted as described in the Standard Specification §108-05.

No Amendments are included on the CD.  Amendments are posted on the NYSDOT and Bid Express Web Sites.  The Contractor is responsible for ensuring that all Amendments have been incorporated into its bid. Notification on Amendments issued after a CD is purchased will be sent via e-mail to each person or firm purchasing CDs from the NYSDOT. NOTE: Amendments may have been issued prior to CD purchase. Contractors who purchased CDs must also check the NYSDOT Web Site (https://www.dot.ny.gov/ doing-business/opportunities/const-notices) for a list of all Amendments.

State Finance Law §139-j restricts contact with Department personnel after advertisement or notice of a government procurement. Details are provided on the NYSDOT Web Site.

Federally Aided Contracts identify a DBE Goal, and 100% NY State Funded Contracts identify both MBE and WBE Goals. Contracts with 0% Goals are generally single operation contracts, where sub-contracting is not expected, and smaller size contracts, both of which may present direct bidding opportunities for a Small Business Firm, including, but not limited to, D/W/MBEs.

TAX COLLECTION

I, Susan Huetter, Collector of Taxes for the Garrison Union Free School District, have duly received the tax roll and warrant for the collection of taxes.  Such taxes may be paid in person at M&T Bank Cold Spring Branch located at 40 Chestnut Street, Cold Spring, NY during regular banking hours or by mail to Garrison Union Free School District, PO Box 1163, Buffalo, NY 14240.

Taxes may be paid on or before September 30, 2012 without penalty.  On all taxes received from October 1 through October 31, 2012 there will be added a 2% penalty.  No taxes will be received after October 31, 2012.  Unpaid school taxes will be relevied with your Town and County taxes in January 2013 with an increased rate of interest.

LOCAL LAW #10- To Amend Chapter 31/Code of Putnam County Entitled ‘County Property”

ABSTRACT PROVISION:

This Local Law amends Sections 31-4 and 31-8 of the Putnam County Code by providing that, with respect to County-owned and acquired real property, the Legislature shall have the option to offer such property for sale through the applicable multiple listing service by utilizing the services of a licensed real estate broker.

Local Law #8 of 2012

LOCAL LAW #8- To Amend Article IV, Section 25-28 of Putnam County Code Entitled Membership; Terms

ABSTRACT PROVISION:

This Local Law amends Chapter 25, Article IV, Section 25-28 of the Putnam County Code by increasing the number of members on the Putnam County Veterans Memorial Park Advisory Board from 7 to 9, by increasing the number of veterans of the Armed Services of the United States who shall sit on the Board from 2 to 3 and by requiring that 2 of those veterans be active members of the  Joint Veterans Council, and finally, by requiring that the Director of Veteran’s Affairs also be a member of said Board.

Local Law #9 of 2012

LOCAL LAW #9- To amend Local Law #7 of 1998 Project Labor Agreement ref Purchase of Construction Goods & Service for Major Construction Projects

ABSTRACT PROVISION:

This Local Law amends Local Law #7 by adding language indicating that when considering the use of a Project Labor Agreement, the heads of all County departments involved must consider the purposes of the competitive bidding statues, namely the prevention of favoritism, improvidence, extravagance, fraud and corruption in the awarding of public contracts, and to obtain high quality goods and services at the lowest possible price; and by adding requiring that a predetermination be made in advance of directing the required analysis and preparation of a feasibility/due diligence report by the department heads involved; and by requiring that any analysis engaged in must indicate whether there will be verifiable and significant economic savings as a result of the use of a Project Labor Agreement.
