LEGAL NOTICE

NOTICE OF TAX DELINQUENCY

STATE OF NEW YORK

PUTNAM COUNTY COMMISSIONER OF FINANCE

CARMEL, NEW YORK

WHEREAS, arrears of taxes for the levy of 2012, charged and imposed pursuant to law, remain due and unpaid on various lots, tract, pieces or parcels of land located within Putnam County and as described in the attached list by Tax Map Number; and

WHEREAS, the Tax Map Number is in accordance with the official tax maps of the Putnam County Real Property Tax Department, and is the official description; and

WHEREAS, the name given being those of the owners or occupants as the same appear on the assessment rolls for the levy 2012 and the aggregate amount due on each parcel as of the time of filing the Notice of Tax Delinquency, such amounts including unpaid taxes, interest, expenses and other charges against the properties for such year.

NOW, therefore, notice is hereby given that pursuant to the power vested in me, on the 1st day of November, 2012, I will file with the Putnam County Clerk a list of delinquent taxes on all parcels, or respective lots, tracts, pieces or parcels of land setting forth the tax amount due which shall be sufficient to pay the State, County, Town, Highway, School, or other taxes assessed thereon in the levy year 2012 on each thereof, respectively, together with interest, expenses, and charges which have arisen or accrued or that may arise on November 1, 2012.

BE FURTHER advised that the filing of such list shall constitute constructive notice, to a purchaser from or encumbrance against, any owners or occupants of all tax map numbers listed herein with the same force and effect as the filing of an individual and separate notice of Pendency pursuant to Article Sixty-Five (65) of the Civil Practice Laws Rules.

FURTHER NOTICE GIVEN THAT WHEN TWO (2) YEARS HAVE EXPIRED (JANUARY 1, 2014), AFTER THE DATE ON WHICH THE TAX BECAME A LIEN (JANUARY 1, 2012), THE LIEN WILL BE SUMMARILY FORECLOSED BY THE COUNTY OF PUTNAM IN THE MANNER PROVIDED BY TITLE 3 OF ARTICLE 11 OF THE REAL PROPERTY TAX LAW ON FORECLOSURE OF SAID LIEN. THE OWNERS OR OCCUPANTS COULD THEN LOSE ALL RIGHT, TITLE AND INTEREST IN THE PROPERTIES LISTED ON THE ATTACHED LISTS.

SEQRA DETERMINATION: The improvements described in the proposition have been determined to be an "Unlisted Action" pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental

Quality Review Act ("SEQRA"), the implementation of which as proposed the School District has determined will not result in any significant environmental effects. SEQRA compliance materials are available at the Office of the School District Clerk where they may be examinedduring regular business hours.

ABSENTEE BALLOTS: Absentee ballots may be applied for at the District Clerk's office. The District Clerk must receive applications for absentee ballots at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to November 12, 2012, the day before the vote, if the ballot is to be issued to the voter in person. The District Clerk must receive absentee ballots not later than 5:00 PM on November 13, 2012. A list of all persons to whom absentee ballots shall have been issued will be available in the District Clerk's Office during regular office hours until the day of the election, including each of the five days prior to November 13, 2012 except Sunday, November 11 and will be posted at the polling place on November 13, 2012. Any qualified voter may submit a written challenge to the qualifications of any person whose name appears on the list of absentee voters and provide reasons therefore known to the District Clerk for transmittal to the Inspectors of Election before the close of the polls.

NOTICE OF REGISTRATION: Registration will be accepted for the purpose of preparing a register of the qualified voters of such District at the District Offices, Cold Spring, New York, throughout the year, except for the two (2) business days preceding the special election, between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday. The last day of registration before the Special Election of November 13, 2012 will be November 8, 2012. The Board of Registration shall meet on November 8, 2012 between the hours of 4:00 p.m. and 8:00 p.m. to prepare a register for the November 13, 2012 election.

Anyone not presently registered will be registered in accordance with Section 2014 of the Education Law. Any person shall be entitled to have his/her name placed upon such register, provided that at such meeting of the Board of Registration, he/ she is known or proven to the satisfaction of such Board of Registration to be then or thereafter the person entitled to vote at the school meeting or election for which such registered is prepared.

Voters registered for general elections under Article 5 of the Election Law are eligible to vote at the November 13, 2012 election without further registration. Voters who have been previously registered for any annual or special meeting or election and who have voted at any such annual or special meeting or election held or conducted during the last four calendar years preceding 2012 are eligible to vote at the November 13, 2012 election without further registration.

The register prepared will be filed in the office of the District Clerk and will be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 3:00 p.m. on each of the five days prior to the election including Saturday, November 10, 2012.
