Draft Supplemental Environmental Assessment and Finding of No Significant Impact

New Cadet Barracks Building Project

A Draft Supplemental Environmental Assessment (SEA) was prepared addressing the proposed construction of the New Cadet Barracks Building within the Main Post Area of the United States Army Garrison at West Point, Orange County, New York. The proposed New Cadet Barracks Building Project (Proposed Action) will provide much-needed housing for 650 Cadets and will also provide needed swing space that will enable the renovation and modernization of West Point’s nine existing barracks buildings. Renovation and modernization of the existing barracks will make these buildings fully compliant with life safety building codes and United States Department of the Army quality of life standards, and will allow all barracks to meet West Point’s goal of providing 150 net square feet (14 net square meters) of living space per Cadet. The following is a summary of the findings included in the SEA:

I. NAME OF ACTION

New Cadet Barracks Building Project.

II. DESCRIPTION OF ACTION a) Proposed Action: Construction of a six-story, 286,552 square foot (26,622 square meter) New Cadet Barracks Building on the former site of Building 720 (now a parking lot) within the Cadet Zone of the Main Post area. The New Cadet Barracks Building will relieve overcrowding in the existing barracks by providing for 325 Cadet rooms that accommodate two Cadets per room (650 total Cadets). The building will be designed and constructed to achieve, at minimum, a Leadership in Energy and Environmental Design (LEED) “Silver” rating. The Preferred Alternative consists of two phases. Phase 1, which is expected to take one and a half years to complete, comprises site preparation including demolition of the remains of the Building 720 footings and retaining walls, rock excavation and removal, road improvements and access control points, and installation of utilities and infrastructure. Phase 2 is the site completion and construction phase of the Proposed Action and will include construction of primary facilities including a facility to house mechanical and electrical infrastructure, space to support future construction of the central utility plant, infrastructure to support the New Cadet Barracks Building, a Cadet formation/staging area, and construction of the New Cadet Barracks Building. Phase 2 is expected to take three years to complete, with occupancy of the building estimated for October 2017. b) Alternatives: Alternatives considered included 1) No Action, 2) Alternative A, and 3) two additional alternatives that were eliminated from consideration during the planning process. Although very similar to the Preferred Alternative in terms of building components, the L-shape design of the building under Alternative A would entail additional rock removal for construction, resulting in substantial additional project costs.

III. ANTICIPATED ENVIRONMENTAL EFFECTS

Short-term minor adverse impacts on water, geology and soils, air, natural resources, visual resources, health and safety, traffic and transportation, utilities and infrastructure, materials and wastes, coastal zone resources, and cumulative impacts to resources are expected to result from implementation of the Proposed Action. Short-term moderate adverse impacts on noise, visual resources and traffic and transportation are expected, primarily associated with rock excavation and construction activities. Long-term minor adverse impacts on water, geology and soils, air, and natural resources, visual resources, utilities and infrastructure, materials and wastes, and coastal zone resources also are expected from construction activities and operation of the New Cadet Barracks Building. Finally, implementation of the Proposed Action is expected to result in longterm beneficial effects (or potential beneficial effects) on water resources, health and safety, and coastal zone resources.

IV. MITIGATION MEASURES

A comprehensive list of impact minimization and mitigation measures that would be implemented is provided in Section 3.2, Table 15 (Summary of Impact Minimization and Mitigation Measures) of the Draft SEA. These measures address the following resources: water, geology and soils, air, natural resources, cultural resources, visual resources, health and safety, noise, traffic and transportation, materials and wastes, and coastal zone resources.
