PIN 8756.04 – REPLACEMENT OF SODOM ROAD BRIDGE (BIN 2224030)

OVER EAST BRANCH CROTON RIVER,

The Putnam County Department of Highways and Facilities is soliciting sealed proposals for the bridge replacement of BIN 2224030. Additional work includes heavy stone fill placement, minor approach work, guiderail installation, striping, and site restoration along Sodom Road for approximately 0.08 miles in the Town of Southeast, Putnam County.

Sealed Proposals will be received by the Putnam County Purchasing Director at the Putnam County Department of Purchasing, at 40 Gleneida Avenue, Room 105, Carmel, NY 10512, up to and including 1 p.m. on February 16, 2021, at which time they will be opened and read aloud.

The County of Putnam officially distributes bidding documents from the Purchasing Division Office or through the Empire State Purchasing Group’s Regional Bid Notification System. Copies of bidding documents obtained from any other source are not considered official copies. If you have obtained the documents from a source other than the Putnam County Purchasing Division or the Empire State Purchasing Group’s Regional Bid Notification System, it is recommended that you obtain an official copy.

Only those vendors who obtain bidding documents from either the Purchasing Division Office or the Regional Bid Notification System are guaranteed to receive addendum information, if such information is issued. All addenda so issued shall become part of the Contract Documents. Bidders must acknowledge receipt of all addenda by signature on the last page of their bid proposal in the designated location.

The County of Putnam intends to hold a pre-bid meeting with potential bidders to review the project and answer questions. Details regarding the prebid meeting will follow in an addendum.

Each proposal shall be accompanied by a certified check payable to the order of the Commissioner of Finance of the County of Putnam or by a bid bond executed by a surety company acceptable to the County of Putnam, in an amount not less than five percent (5%) of the amount bid, made out to the Commissioner of Finance of Putnam County.

All bids submitted must include the completed & signed Non-Collusive Bidding and Lobbying Certifications in addition to all other documents so noted in the bid documents.

No bidder may withdraw his proposal within fortyfive (45) days after the date set forth for the opening thereof.

The work to be performed is to include furnishing all labor, materials, and equipment required for all work indicated in the Contract Documents for this project. All work must be completed within 180 calendar days from issuance of a Notice to Proceed, exclusive of any approved project shut down.

The County reserves the right to waive any minor informality in bidding and to reject any or all bids.

The Disadvantaged Business Utilization Goal for this project is 10%. Bidders are required to submit their proposed DBE commitments with their bids. See Proposed DBE Commitment template in Appendix B – Forms.

EEO Goals for this project are 22.6% Minority and 6.9% Female.

Prime contractor and sub-contractors will be required to utilize the NYSDOT Equitable Business Opportunity (EBO) computer software for DBE/EEO reporting. The responsible low bidder must enter DBE Subs, items and rates in EBO within 7 calendar days of bid opening or risk having their bid declared nonresponsive.

The responsible low bidder and each subcontractor will be required to have an approved CCA-2 form on file with NYSDOT in order for a contract to be awarded. If you are declared the responsible low bidder and you cannot provide proof of active CCA-2s for yourself and your Subs within two days of bid opening, you will be deemed nonresponsive. Please verify status of all CCA-2s during proposal development.

There is no M/WBE language or requirements, residences or geographical restrictions or requirements associated with this project.

This project is subject to New York State Department of Labor Prevailing Wage Rates PRC# 2020012614 and Federal Davis-Bacon Labor rates. The higher of the two must be paid.

This is a Federal Aid project. Federal requirements prevail unless state or local requirements are more stringent.

This project is not subject to a Project Labor Agreement.

NYS Standard Specifications Construction and Materials (January 1, 2021) MUST be followed on this project in accordance with Section 100.

Successful bidder will be expected to provide performance and payment bonds, insurance documents and to faithfully execute a contract with Putnam County.

A pre-construction meeting including, but not limited to, the Contractor, the County, the County’s representatives and the NYSDOT Local Projects Construction Liaison will be required before the issuance of the Notice to Proceed.

Bidders shall promptly notify the Purchasing Department of an errors, omissions, conflicts, ambiguity, etc. in/among the contract documents.
